I. PURPOSE
The County of Spotsylvania, Virginia is seeking Bids from qualified Vendors to furnish
and deliver water and wastewater treatment chemicals and related treatment media, on an
as-needed basis, to the following County Facilities in accordance with the requirements
of the Invitation for Bid:
a. Water Treatment Facilities:

II. SCOPE OF WORK
A. GENERAL REQUIREMENTS
1. Product Standards and Certifications
a. Each product furnished under the resulting Contract(s) shall comply with all
applicable federal, state, and local laws, regulations, standards, and
manufacturer requirements.
b. Each chemical furnished for the treatment of potable water shall be certified to
NSF/ANSI/CAN Standard 60, Drinking Water Treatment Chemicals - Health
Effects, by NSF, UL, or another organization accredited to certify products to
that standard.
c. The Bidder shall submit evidence of the required certification with its Bid or
within five (5) business days after a request by the County. Certifications shall
be current and applicable to the specific product and manufacturing facility
proposed by the Bidder.
d. Each potable-water treatment chemical shall comply with the latest applicable

American Water Works Association (AWWA) standard unless a different
standard is expressly stated in this IFB.
e. Products proposed as approved equals shall meet or exceed all specifications,
performance requirements, certifications, and compatibility requirements
established in this IFB. The County shall be the sole judge of equivalency and
acceptability.
2. Regulatory Compliance and Labelling
a. The Contractor shall ensure that each chemical and its container, packaging,
labeling, transportation, handling, and delivery comply with all applicable
federal and state requirements, including requirements of the Virginia
Department of Health, Occupational Safety and Health Administration, U.S.
Department of Transportation, and U.S. Environmental Protection Agency.
b. Each container shall be properly labeled with, at a minimum, the product
name, concentration, manufacturer, lot or batch number, hazard warnings, and
other information required by applicable law.
c. Failure to maintain the required regulatory compliance may result in rejection
of a delivery, termination of the affected Contract item, or termination of the
Contract.
3. Safety Data Sheets (SDS) and Certificates of Analysis
a. The Bidder shall submit a current Safety Data Sheet (SDS) for each product
offered with its Bid.
b. Following award, the Contractor shall provide an updated SDS whenever
there is a change in the product's composition, formulation, hazards, handling
requirements, or other information contained in the previously submitted SDS.
c. A certificate of analysis shall accompany each delivery and shall identify the
product, concentration, lot or batch number, date of manufacture or analysis,
and applicable test results demonstrating compliance with the Contract
specifications.
4. Product Samples and Testing
a. When requested by the County, the Bidder shall provide product samples,
supporting technical data, and other information necessary for the County to
evaluate the proposed product.
b. Products for which jar testing or other compatibility or performance testing is
applicable must successfully complete testing and receive County approval
before award of the applicable Bid Item.
c. The County will establish the required sample quantity, testing procedure, and
submission deadline when testing is required. Unless otherwise approved by
the County, samples and supporting information shall be provided at no cost
to the County.
d. Approval of a sample does not relieve the Contractor of its responsibility to

furnish products that comply with all Contract requirements. The County shall
be the sole judge of product acceptability.
5. Testing of Products and Rejection of Deliveries
a. The County reserves the right to inspect, sample, and test any product
delivered under the Contract to verify compliance with the specifications and
certificate of analysis.
b. The County may reject any delivery that does not comply with the Contract
requirements or that is contaminated, damaged, improperly labeled, leaking,
unsealed, or otherwise unsafe or unsuitable for its intended use.
c. A rejected product shall be removed and replaced promptly by the Contractor
at no additional cost to the County. The Contractor shall be responsible for all
costs associated with the rejected product, including testing, handling,
removal, transportation, disposal, cleanup, and replacement.
d. If the Contractor does not promptly provide an acceptable replacement, the
County may obtain the product from another source. The Contractor shall be
responsible for any additional cost incurred by the County, which may be
deducted from amounts due or to become due to the Contractor.
6. Product Warranty
The Contractor warrants that each product furnished under the Contract:
a. Is suitable for its specified water or wastewater treatment application;
b. Complies with the manufacturer's specifications and all requirements of this
IFB;
c. Is free from adulterants, contamination, foreign matter, and impurities that
could create a health or safety hazard, impair treatment performance, or
damage or obstruct the County's storage, feed, pumping, or treatment
equipment; and
d. Is consistent in composition, concentration, and quality with the product
approved by the County.
7. Deliveries
a. Unless otherwise authorized by the County, each delivery shall be completed
within two to four business days after the Contractor receives the County's
order.
b. The Contractor shall immediately notify the ordering facility upon becoming
aware of any circumstance that may delay or prevent delivery. Whenever
practicable, notice shall be provided at least 48 hours before the scheduled
delivery.
c. Late, incomplete, or partial deliveries may be rejected unless approved in
advance by the ordering facility.
d. If the Contractor fails to make a timely and conforming delivery, the County
may obtain the product from another source. The Contractor shall be
responsible for any additional cost incurred by the County.
e. Deliveries will be accepted between 8:00 a.m. and 3:00 p.m., Monday through

Friday, excluding County holidays, unless otherwise authorized by the
ordering facility. Each delivery shall be coordinated in advance with the
operator or other designated representative of the applicable facility.
f. The Contractor shall furnish all labor, hoses, fittings, connectors, pumps, and
other equipment necessary to safely unload and transfer its product unless
otherwise stated by the County.
g. Equipment used for unloading shall be compatible with the product and the
County's connections and storage equipment. The Contractor shall verify
compatibility before the first delivery.
h. Products delivered on pallets shall be loaded and transported so that each
pallet can be safely unloaded from the rear of the delivery vehicle using a
pallet jack. Each pallet shall be of standard dimensions and shall not exceed
2,250 pounds.
i. The Contractor shall be responsible for spills, leaks, releases, contamination,
property damage, and injuries caused by its personnel, equipment, or delivery
operations. The Contractor shall immediately notify the County of any
incident and shall perform all required containment, cleanup, reporting, and
remediation at no additional cost to the County.
8. Delivery Security and Documentation
a. Before a delivery vehicle departs the Contractor's or supplier's facility, the
Contractor shall provide the receiving County facility with the following
information:
ii. Driver's name;
iii. Estimated arrival time;
iv. Delivery vehicle or trailer number;
v. Product and quantity being delivered; and
vi. Seal control number, when applicable.
b. Upon arrival, the driver shall present a valid government-issued photo
identification. The County may verify the driver, vehicle, trailer, and seal
information before permitting the delivery.
c. Bulk shipments shall be sealed before departing the Contractor's or supplier's
facility. Each seal shall bear a unique control number. A missing, broken,
altered, or mismatched seal may be grounds for rejection of the delivery.
d. Each delivery ticket shall identify the product, quantity, concentration, lot or
batch number, manufacturing or shipping location, delivery vehicle or trailer
number, and seal control number, when applicable.
e. Failure to comply with the security or documentation requirements may result
in refusal of the delivery.
9. Safety
a. The Contractor and its subcontractors shall comply with all applicable OSHA
standards, facility safety requirements, and other federal, state, and local
safety laws and regulations.
b. The Contractor is responsible for the conduct, training, supervision, and safety
of its employees and subcontractors and for correcting any unsafe act or

condition caused by its operations.
c. County personnel may stop or refuse any delivery operation that the County
determines presents an immediate safety, environmental, contamination, or
property-damage risk.
B. BID ITEMS
The unit price shall include the product, transportation, delivery, unloading,
applicable fees, and all equipment necessary to transfer the product into the County's
designated storage area.
1. Bid Item 1 - Silica Sand No. 110
a. Specifications
Product shall:
i. Be Silica Sand suitable for the specified water treatment application;
ii. Be certified to NSF/ANSI/CAN Standard 60;
iii. Have an effective size of 0.11mm or less; and
iv. Be free from contaminants, foreign matter, and other materials that may
impair treatment performance.
b. Packaging
The product shall be furnished in sealed 50-pound bags. Each bag shall be
properly labeled with the product name, manufacturer, lot or batch number,
and other information required by applicable law.
c. Delivery Location:
Motts Run Water Treatment Plant
d. Estimated Annual Quantity:
40,000 pounds
e. Average quantity per delivery:
12,000 lbs. per delivery (typically 6 pallets of forty 50 lb. bags).
f. Storage Capacity:
Have storage space for 8 pallets.

a. Specifications
i. Product shall:
ii. Consist of a hydrofluosilicic acid solution containing not less than 23%
H2SiF6;
iii. Comply with AWWA Standard B703, latest edition;
iv. Be certified to NSF/ANSI/CAN Standard 60;
v. Contain no more than 0.020% heavy metals expressed as lead;
vi. Be water-white to straw-yellow in color and free from visible suspended
matter;
vii. Contain no metals, minerals, organic substances, or other impurities in
quantities that may cause deleterious or injurious effects on consumers
of potable water; and
viii. Be free from sand, grit, coke, clay, gelatinous material, and other foreign
matter that may obstruct or damage metering pumps, piping, valves, or
related equipment.

3. Bid Item 4 - Magnesium Hydroxide Slurry - FLOMAG or approved equal
a. Specifications
Product shall:
i. Be a magnesium hydroxide slurry suitable for the County's wastewater
treatment application;
ii. Contain between 58.5% and 61.0% dry solids by weight, with 60%
being typical;

iii. Have a bulk density between 12.5 and 12.9 pounds per gallon;
iv. Have a specific gravity of approximately 1.48 to 1.54;
v. Provide approximately 7.7 pounds of active magnesium hydroxide per
gallon of slurry;
vi. Remain sufficiently stable and pumpable during normal storage and use;
and
vii. Be compatible with the County's existing storage, pumping, feed, and
treatment systems.

73,000 - 87,000 gallons
d. Average quantity per delivery:
3,600 gallons
e. Storage Capacity:
13,000 gallons
III. BIDDER INSTRUCTIONS
A. This competitive sealed bidding procurement shall be conducted in accordance with
the Spotsylvania County Procurement Policy. The Procurement Policy is available at
https://www.spotsylvania.va.us/377/Spotsylvania-County-Policies.
B. Bids will be received by the Spotsylvania County Procurement Division
electronically via eVA and will be opened and read aloud at the time and place set
forth in the Invitation for Bid. Bidders, or their representatives, and other interested
persons may utilize the instructions in the Invitation for Bid to attend the opening of
Bids.
C. Late Bids. It is Bidder's sole responsibility to ensure timely submission by the stated
date and time on page 1 of this Invitation for Bid. The County cannot accept late
Bids. Please check for updates prior to submitting a Bid. The County encourages
early submission.
NOTE:
* The County is not responsible for any website (eVA) related issues. If the
issues result in late Bid submission, the County will not be able to accept
your Bid.

D. Bids may be withdrawn at any time before the Bid opening. A Bidder wishing to
withdraw the Bid after Bid opening may do so in accordance with Spotsylvania
Procurement Policy.
E. Questions from Bidders must be e-mailed to the Procurement Officer and received by
the date and time stated on page 1 of this IFB. The County is not responsible for
verbal clarification of information provided by parties other than Procurement
Division staff.
F. All responses to inquiries will be in writing in the form of an Addendum and will be
posted on eVA, www.eva.virginia.gov and on the Procurement Division website at
https://www.spotsylvania.va.us/374/Solicitations.
G. All updates are posted on the Spotsylvania County website at
https://www.spotsylvania.va.us/374/Solicitations and www.eva.virginia.gov. It is the
responsibility of the Bidder to check for additional updates prior to submission of Bid.
H. Bidders are responsible for familiarizing themselves with all of the requirements
stated herein.
I. Inclement Weather. In the event that Spotsylvania County is closed during the
scheduled times for Bids to be received/Bid Opening or a Pre-Bid conference/site
visit; those scheduled dates/times will occur on the next business day that
Spotsylvania County is open at the appropriate times as stated in the IFB. Please
contact the Procurement Officer as stated in the IFB for information pertaining to this
procurement.
J. The prices quoted in response to this IFB shall be firm for 180 days. Prices shall be
submitted for the unit of measurement specified in the Items section on eVA.
K. Payment for the goods delivered/services performed will be in accordance with the
unit prices, if applicable, as set forth in the Bid.
L. Any Vendor transacting business with Spotsylvania County may be asked to provide
proof of registration with the State Corporation Commission (SCC), as required by
Sections 13.1 or Title 50 of the Code of Virginia.
