All bidders are required to base their bid upon the information furnished in these questions; The following corrections/modifications are hereby made a part of the Contract Documents.
1. Question: Question regarding the aerial imagery portion of the scope. Since federal funding is mentioned later in the RFQ, I wanted to confirm whether this project will require the use of an approved Blue UAS-listed drone for the imagery collection.
Answer: The American Security Drone Act of 2023 and Office of Management and Budget Memorandum M-26-02 prohibits the operation of foreign drones (regardless of funding source of the drone or consultant contract) on any FHWA project. It is recommended to use a Blue UAS listed drone for imagery collection to ensure compliance.
2. Question: The RFP states: Estimated consultant direct costs are expected to be $23,000, prior to overhead and fee.
i. Can you clarify that this number $23,000 is correct? Does that include private utility locates? How does the $23,000 factor into the contract type utilizing WSDOT LA A/E negotiated hourly rates?
ii. Is there an currently an all-in survey budget for the project?
Answer: The $23,000 for direct costs is correct, final scope and fee will be negotiated with the selected most qualified consultant for this project. The direct costs are used with added overhead and fee in the WSDOT local agency negotiated hourly rate contract. Yes there is an all-in survey budget for the project.
3. Question: The RFP states: This agreement will be for approximately three years in duration, with anticipated start in August of 2026 with the option for the City to extend it for additional time and money if necessary. The contract type is expected to utilize the WSDOT Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement.
i. Will the design be completed in house by City staff?
ii. Do you anticipate a phased approach to the project as it would relate to survey services? If phased, is there desired schedule for each phase?
Answer: Currently the design is planned to be completed by city staff. Survey services will include one contract and billed through the PE, RW, and CN phases for items listed in the request for Bid Questions #1 City of Spokane Valley Page 2 366 S Sullivan Rd Preservation qualifications. A specific timeline is not available at this time, survey is expected to be complete in late summer/early fall. RW tasks will occur over the following year as needed.
4. Question: Would the City prefer that the consultant provide dedicated utility locating services (e.g., via a subconsultant), or is it acceptable to rely on standard utility locates through the Washington 811 system when locates are required?
Answer: At this time the expectation is to use standard utility locates and not private locate services.
