Sealed proposals will be received by David Bateman with the NC Department of Natural and Cultural
Resources until 3:00 pm on Tuesday, September 29, 2026, at Tryon Palace History Center, 529 S. Front
Street, New Bern, NC 28562, and immediately thereafter, publicly opened and read for:

Scope of work includes the furnishing of labor and materials for the demolition of the existing chain-link
fence and the construction of 250 linear feet of new masonry wall with decorative steel fence infill, pier-
mounted and recessed light fixtures. Existing building facade lighting to be upgraded and expanded with a
new layout and light fixtures.
Licensed General Contractors must have a minimum of five (5) years of experience on competitively bid
publicly funded construction projects e.g., City, County, State or School Systems.
Bids will be received for a single prime contract - General Construction (which includes plumbing,
mechanical and electrical). All proposals shall be lump sum. All bids should have the following information
on the outside of the envelope: Bid for 24-27698-01B - Tryon Palace Perimeter Fence Replacement Phase 1
- Attention David Bateman, DNCR. Contractor's name and contractor's license number must also be clearly
marked on the outside of the bid envelope.
Bids will not be accepted electronically. Use one of the following to deliver bids:

You may submit your bid package in advance of the opening date. Your sealed envelope will be held and
unsealed at the bid opening time. If you wish to send your bid via US Mail, FedEx or UPS, please allow
several days for delivery since the bid must be received (NOT postmarked) by the date and time stated in
the solicitation.
Pre-Bid Conference
A Non-mandatory Pre-Bid Conference will be held on September 8, 2026, at 11:00 am, at the corner of
Pollock and Eden Street, New Bern, North Carolina 28562. The meeting will address project-specific
questions, issues, bidding procedures and bid forms. The design consultant and a representative from Tyron
Palace will be available at that time to answer questions concerning the project. Questions after that time
shall be submitted in writing to the design consultant, Bowman Murray Hemingway Architects, Chip
Hemingway, 514 Market St., Wilmington, NC 28401, hemingway@bmharch.com. Justification of any
approvals will be made available to the public in writing no later than seven (7) days prior to bid date.
Complete plans and specifications may be obtained from design consultant Bowman Murray Hemingway
Architects, 514 Market St., Wilmington, NC 28401, (910-762-2621) during normal office hours beginning
TBD. A refundable plan deposit in the amount of $100 is required. Partial sets will not be available. Plan
deposits shall be mailed to Bowman Murray Hemingway Architects, 514 Market St., Wilmington, NC
28401, attention Susie Bowers. The deposit will be refunded upon return of the Contract Documents in good
condition within thirty (30) days.

A Bid Bond is required for this contract.
Performance and Payment Bonds are required for this contract.
G.S 143-128.2 establishes a ten percent (10%) goal for participation by minority businesses in the total value
of work for each State building project. The contractor shall include with his bid a completed Identification
of HUB Certified/Minority Business Participation form. Contractor shall submit the completed Appendix E
MBE Documentation for Contract Payments form with the final payment request.
STATEMENT OF GENERAL NOTICE
A. All work done on this project must conform to the Secretary of the Interior's Standards for the
Treatment of Historic Properties (1995), and be performed by contractors and craftsmen with
demonstrated successful experience in working with older buildings and construction
materials. The scope of work consists of a single Prime General Contract, coordinating the
work of several sub-Contractors, for all of the work on the Tryon Palace Perimeter Fence
Replacement Phase 1project according to the Project Manual, plans, and specifications.
B. The principal activities requiring Bidder and Bidder Subcontractor qualification in this project
include:
1. Project Supervision and Administration of Historic Preservation Projects
2. Historic masonry construction
3. Metal fence fabrication and installation
BIDDER QUALIFICATION
A. Bidders for the General Contract must submit a completed Bidder's Qualifications Statement
and Bidder Subcontractor Restoration Skills Qualification Statements as set forth herein as a
part of the Bid Submission Documents. Failure to complete and submit the Bidder's
Qualification Statement as a part of the Bid Submission Documents shall result in the
disqualification of the Bidder. *THE CONTRACTOR IS RESPONSIBLE FOR
ENSURING THAT ALL CONTACT INFORMATION PROVIDED IS CURRENT.
THE OWNER WILL NOT TAKE RESPONSIBILITY FOR TRACKING DOWN THE
CORRECT CONTACT INFO IF INCORRECT INFO IS PROVIDED. ANY PHONE
NUMBER FOUND TO BE OUT OF SERVICE OR NO LONGER VALID WILL VOID
THAT PROJECT AS AN EXAMPLE OF RELEVANT EXPERIENCE.
B. The Bidders' Qualification Statements received from Bidders will be reviewed according to
the Evaluation Criteria set forth herein.
C. The Bidders must submit with the bid the name or names of all subcontractors to whom the
bidder will subcontract. The Bidder must also submit Qualification Statements as set forth
herein for Subcontractors performing the work identified for qualification above.
1. Bidder must submit separate Restoration Skills Qualifications Forms for each trade as
specified herein.
2. Subcontractors whose Qualification Statements are determined to be acceptable will be
identified as Qualified Subcontractors. Only Qualified Subcontractors will be allowed
to perform the Work.

CRITERIA FOR EVALUATING BIDDER QUALIFICATION
The following three (3) criteria will be used for evaluating the qualifications and experience of
Bidders on Historic Preservation Projects. The evaluation will be based on information in the
Qualifications Statement provided by Bidders as well as information supplied by the Bidders'
references.
A. The Bidder will be required to demonstrate verifiable, successful experience in Project
Supervision and Administration of Historic Preservation Projects. This experience shall meet
the following requirements:
1. At least three (3) projects involving separate significant historic buildings or sites, or
buildings comparable to the Water Tower Recreation Center in size and complexity.
The two projects must have involved similar activities, scope of work and coordination
as the subject project, and have a date of original construction between 1900 and 1940.
2. All projects shall be completed in compliance with the Secretary of the Interior's
Standards for the Treatment of Historic Properties within the past ten (10) years
preceding the date of the execution of this pre-qualification form. The listed projects
must have been reviewed by one of the following: National Park Service, a State
Historic Preservation Office or the historic review body of a county or local municipal
authority.
B. The Bidder's Subcontractors Restoration Skills Qualification Statements as set forth herein
must be determined to be acceptable and Subcontractors identified as Qualified
Subcontractors. Only Qualified Subcontractors will be allowed to perform the Work.
C. The Bidder must demonstrate satisfactory performance on all current projects in progress.
The Historical Restoration Skills Qualifications Form is included in the Project Manual. A completed form
is required as part of the bid for this project.
The owner reserves the unqualified right to reject any and all proposals.
