INCORPORATION BY REFERENCE
Articles 1 through 7 of the Code are incorporated by reference as if set forth verbatim in
the attached bid document, including the use of security and bonds, required and
forbidden contract terms, etc. As stated in the Code, by submitting a proposal, the vendor
agrees that the Code governs this procurement from solicitation through completion of
the resulting contract, including disputes, if any. ACCESS TO CODE. For 24/7 access
to the Orangeburg County Procurement Code which governs this procurement, please
visit https://www.orangeburgcounty.org/244/Procurement. In addition, a copy of the
Code is available for review without charge at the Office of the Procurement Director. If
neither of those options meets your needs, a hard copy of the Code is also available for
purchase at the Office of the Procurement Director. Failure to be familiar with the code
does not absolve the submittal entity from compliance with the code. And will disqualify
that entity if found in violation of the code.
METHOD OF SOURCE SELECTION
The source selection method applicable to this procurement is Competitive Sealed
Proposals, 5-301 of the Code.

SCOPE OF WORK & SERVICE LOCATION
SCOPE OF WORK
UNITY ROAD COMMUNITY CENTER FENCING PROJECT
The County of Orangeburg is requesting proposals at the location listed below. Pre-Bid is
not required to bid on this project. Site visits are recommended to verify measurements.
Property is accessible Monday Through Friday 8:00 - 5:00. Please call 803-878-9647 before
visiting the site.

1.Scope
** SEE EXHIBIT "A" FOR PROPERTY LAYOUT**
Fencing
Furnish and Install Approximately 1,160 ft of 11.5-gauge galvanized 6ft residential fencing with
hardware.
Furnish and Install 2" SS20 galvanized line posts with hardware. Line posts can be pounded/driven
into ground.
Furnish and install 1-5/8 galvanized top rail with hardware.
Furnish and install (2) 6ft X 5ft galvanized personnel gates with hardware. Gate posts must be 3"
SCH40 set in concrete.
Furnish and install corner posts. All corner posts must be 3" SCH 40 galvanized set in concrete.
Furnish and install (2) 24 ft galvanized swing gates with 1-5/8 framing and hardware set on 4" SCH 40
posts. 4" posts must be set in concrete.
Furnish and Install 9-gauge galvanized tension wire with hardware approximately 2" above ground
around the new fence perimeter.
All fencing, gate materials and hardware must be hot dipped galvanized.
The contractor shall be responsible for verification of all measurements.
The contractor shall be responsible for all utility locate services.
The contractor shall provide a 1-year workmanship warranty for all work performed.
2. Other Contractor responsibilities
* The contractor shall be responsible for the safety of the public and vehicles while performing work.
* The contractor shall be responsible for keeping the work area safe and secure from the public.
* The contractor shall be responsible for removing all job-related trash and debris from the work area daily.
* The contractor shall be responsible for damage to property.
* The owner (OC) reserves the right to stop or reschedule work.
* The contractor shall follow all applicable City, County, State and Federal codes and regulations, as well as
proper safety requirements.
* The contractor must obtain business license and permits required.

* All work must be compliant with local and state codes and must meet ADA requirements.
* The contractor is responsible for the verification of all measurements.
The contractor shall be solely responsible for taking measurements, determining quantities, and installing work
to suit any conditions encountered. This contract is for turnkey installation. No direct deliveries will be made to
the County of Orangeburg for County Personnel to unload or handle. The contractor will be responsible for
coordinating delivery off-site and/or coordinating with delivery companies to unload the equipment directly.
During the work, the contractor will keep the work site clean and upon completion of the work shall remove all
debris and trash from the job site. After the completion of the work, the contractor and a representative from
the County of Orangeburg will inspect the completed work. The successful bidder will contact the Assistant
Facility Director , Robert Polfliet (803)878-9647, to confirm the date for the pre-construction meeting and the
final inspection once determined. The contractor will submit to Tim Seagraves a schedule of the project's starts
date and the anticipated substantial completion date. The contractor shall return to its original condition, any
property damaged or lost due to negligent actions by the contractor, sub-contractors, or their employees.

BIDDER QUALIFICATIONS AND INFORMATION
Bidder shall provide with its proposal, the following which should be collated, fastened together
and clearly labeled "Bidder' Certification of Qualifications and Information for Request for
Proposal No. "FY27-0908". One original and one digital copy.
1. Documentation of bidder's general viability to demonstrate bidder can satisfactorily and
timely complete the scope of work, including evidence that bidder has all the following:
a. Adequate capital.
b. An acceptable credit rating.
c. Efficient office force with satisfactory record timely and sufficient materials
delivery and communications skills to act as liaison with County.
d. Efficient and adequate field force with extensive knowledge of each type of work
involved in the scope of work.
e. Everything also listed under Scope of Work
2. A description of any litigation within the last 10 years to which vendor has been a party.
3. Bidder must have Workmen's Compensation Insurance (Orangeburg County as Certificate
Holder) if awarded bid. Attach copy of Workmen's Compensation Insurance.
