The Port of Seattle is seeking to conduct a one-year Proof-of-Concept (POC) testing to evaluate a standalone tracking solution for non-motorized ground support equipment (GSE) at Seattle Tacoma International (SEA) common-use gates. Equipment left in operational areas can obstruct gate use and require staff time to locate the responsible airline or ground handler. The pilot will evaluate whether equipment location and ownership information helps Operations staff address these conditions more efficiently.
NOTICE OF INTENT TO NEGOTIATE
26-122
The Port of Seattle intends to negotiate a contract with Sensolus Inc., 4555
Mansell Rd #300, Alpharetta, GA, 30022 to provide the following:
Proof of Concept (PoC): Ground Support Equipment Tracking System.
For
Airport Innovation on behalf of Cargo Operations
Port of Seattle is seeking to conduct a one-year Proof-of-Concept (PoC) testing to evaluate Ground
Support Equipment (GSE) tracking system technology.
The Port of Seattle seeks a supplier to provide a standalone tracking solution for non-motorized
ground support equipment (GSE) at Seattle Tacoma International Airport (SEA) common-use
gates. Equipment left in operational areas can obstruct gate use and require staff time to locate
the responsible airline or ground handler. The PoC will evaluate whether equipment location and
ownership information helps Operations staff address these conditions more efficiently.
Trackers shall use standalone cellular connectivity or an equivalent supplier-provided approach
that does not require new fixed Port infrastructure. The base proposal shall not depend on new
Port Wi-Fi or BLE (Bluetooth low energy) gateways, Port servers, new cabling, or construction.
Operating Requirements:
1. Associate each tracker with a unique equipment record and its airline or ground-handler
owner. Authorized users shall be able to update records and search or filter by equipment
ID, owner, and equipment type.
2. Display equipment locations on a map with the timestamp of the latest location update.
Describe expected accuracy, reporting intervals, and known limitations near aircraft and
buildings.
3. Support configurable reporting appropriate to stationery and moving equipment. State
the proposed reporting settings, expected battery life at those settings and the tradeoff
between update frequency and battery consumption.
4. Support user-defined geographic areas and reporting of equipment presence or dwell
time within those areas.
5. Provide mounting suitable for the participating equipment without interfering with its
safe use. Describe weather resistance, temperature limits, impact tolerance and battery
replacement or charging requirements.
6. Provide visibility into battery status, communication status, and last successful tracking
report. Describe the process for identifying and replacing failed trackers. Include the
maintenance and replacements needed to support the proposed PoC service.

7. Provide a hosted platform accessible through supported web browsers with
authenticated access and appropriate user permissions.
8. Permit the Port to export its equipment records and PoC tracking data in a commonly
usable format such as CSV.
The PoC project has a firm not to exceed (NTE) cost of $150,000.00 exclusive of Washington State
sales tax. The PoC will run for a maximum of one year with findings informing future decisions.
Firms who believe they can compete for this requirement are required to submit a letter of
Interest/Expression of Interest via e-mail to: e-submittals-purch@portseattle.org, an Expression of
Interest by October 29, 2026 at 2:00 PM PST. Questions regarding this Notice of Intent to negotiate
