White Mills Paving Project

Project Description: Texas Township, Wayne County, PA will receive sealed bids, in the manner and the place further identified in the Instruction to Bidders for the White Mills Paving Project as indicated in the RFP. A Prevailing Wage determination has been requested from the PA Department of Labor and Industry and Prevailing Wage Rates apply to this project. The determination is included in the complete RFP.
The project briefly described is: Pavement overlay of a ±172 LF section of Elizabeth Street (T-403) complete with two (2) Storm Inlet adjustment and nine (9) Sewer Valve adjustments; Pavement overlay of a ±630 LF section of Stenger Street (T-473); Pavement overlay of ±804 LF section of Evergreen Street (T-475) Complete with three (3) sewer manhole adjustment rings and one (1) Storm inlet adjustment.
Bid packages including specifications, scope of services and bid documents may be obtained at no cost via PennBid (www.pennbid.net).
Proposals will be received electronically via PennBid until 2:00 PM on Monday, April 21, 2025. Bids will be publicly opened at the regularly scheduled Texas Township Board of Supervisors meeting, Monday, April 21, 2025, at 7:00 PM.
Bids may be held by Texas Township for a period not to exceed thirty (30) days from the date of Bid Opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidder, prior to the award of the Contract. Texas Township will award the bid to the lowest responsible bidder, reserving the right to waive any informality and accept or reject any and all Bids. A bid bond for 10% of the base bid amount shall be provided with the bid. Performance and Payment bonds in the amount of 100% of the contract amount shall be provided by the successful bidder within 20 days of the award.
