ST. TAMMANY PARISH SCHOOL BOARD
COVINGTON, LOUISIANA
The St. Tammany Parish School Board will receive sealed bids until 2:00 p.m. on Thursday,
May 8, 2026, for Janitorial Supplies in accordance with the following instructions and attached
specifications and bid form.
1. Bids shall be submitted on the attached bid form. Bids shall be sealed in an envelope
clearly marked on the outside, BID # 1895 - JANITORIAL SUPPLIES - MAY 8, 2026.
Bids submitted without this form will be considered non-responsive. Bid may not be
withdrawn for at least thirty (30) days following the scheduled closing time for receipt of
bids.
2. All bids shall be received by the St. Tammany Parish School Board Office located at 321
N. Theard Street, Covington, LA 70433 by one of the methods below. Any bids arriving
after this date and time or not in the proper location or format will be returned unopened to
the proposers.
3. Bids may be sent via registered or certified mail, UPS or FedEx with a return receipt
requested, hand delivered, or submitted electronically.
4. Alternatively, proposals may be submitted electronically at www.centralbidding.com.
5. You may find related bid materials including detailed specifications necessary to complete
your bid at www.centralbidding.com and/or www.stpsb.org/bids.
6. Bids on any item shall include a unit price and total price. If there is any discrepancy
between the unit price and the total price extension, the unit price shall be considered
binding and the total price will be adjusted accordingly.
7. All prices shall include transportation charges to the St. Tammany Parish School Board
Slidell Support Facility, 100 Stone Road, Slidell, Louisiana 70460. Prices on this bid must
be good through June 30, 2027.
8. Bidders may bid on the entire list of supplies or any individual item or any combination of
items, other than those specified on the bid form. All bids shall include the brand name
and stock/model/item number of the item being bid.
9. Any deviations from specifications, including chemical or material content, size or weight,
number of items per case or carton, volume per container or package, etc., shall be clearly
indicated on bid form.
10. All bids shall be accompanied by a bid security in the form of a bid bond, certified check,
cashier's check or money order in the amount of five percent (5%) of the total amount of
the bid. Bids will not be considered unless the correct bid security is attached.
11. If submitting a bid electronically, then bid security must be in the form of an original,
valid fully executed bid bond and be included in your bid submittal. The STPSB must
be able to verity the validity of the bond within 72 hours. If bonding company cannot
validate within this timeframe, bid may be awarded to next lowest responsive bidder.
Cashiers' check, certified check or money order will not be accepted for an electronic bid.
Failure to comply will cause your bid to be non-responsive.
12. A Performance Bond in the total amount of the order(s) will be required from the successful
bidder(s) prior to placing an order, if the amount to be purchased exceeds $1,000.00.
13. If bidding items other than as specified, bidder shall include catalog cuts and descriptive
literature with the bid item number clearly marked/labeled on each sheet for identification
purposes. This information should be included in the bid response with the completed bid
form.
14. Samples are required on items only if bidding an item stock # that is not specified on the
bid form. Vendor must contact Dale Roark, dale.roark@stpsb.org or (985) 966-3044, to
schedule an appointment to drop off sample(s). All samples shall be delivered to the
Slidell Support Facility, 100 Stone Road, Slidell, Louisiana 70460 no later than the
scheduled time for opening bids. All samples shall be labeled to show the name brand,
bid item number, manufacturer and bidder. Bidders will be notified when samples can be
picked up after evaluation. Failure to submit samples and catalog cuts may be sole cause
for rejection of bid. Material Safety Data Sheets are required for each chemical product
bid. The chemicals shall be contained in compatible, stable packaging which bears a batch
number which will permit identification of the date, time, and location of the manufacture
of that specific batch of product.
15. Quantities listed on this bid will be ordered between July 1,2026 and June 30, 2027. The
quantities on the bid form are estimates and represent estimated requirements for the entire
year. Due to lack of storage, orders will be placed on an "as needed" basis. Items bid with
minimum order quantities will not be considered.
16. Bids may also be submitted electronically at www.centralbidding.com. If submitting
electronically, all attachments, A-F, must be fully executed and included with your
submittal. Also, the original fully executed Affidavit of Compliance (Attachment C) form
must be received in our office prior to award. Please submit it no later than 2:00 PM on
May 8, 2026. Failure to comply will cause your bid to be non-responsive.
17. Delivery is to be Freight on Board (FOB) destination. The STPSB will not be
responsible for items lost or damaged in transit or additional shipping and/or freight
charges.
18. Sales tax IS NOT to be included in your bid price. St. Tammany Parish School Board is
exempt from sales tax as provided by LA R.S. 47:301 (8). Sales tax exemption only applies
to purchases between St. Tammany Parish School Board and the contractor/vendor. Sales
tax exemption does not apply to purchases made directly by the contractor/vendor to other
companies on behalf of the school board. Those purchases are not sales tax exempt.
19. It is the intent of the specifications to invite bids on high quality merchandise. Mentioning
a brand, manufacturer, and number is done only to establish the standard of quality desired.
It is not the intent to eliminate brands of equal quality but instead to set forth and convey
to prospective bidders the general style, type, character, and quality of the product desired.
20. The School Board reserves the right to select a higher priced item where, in the judgement
of the School Board, such item is of superior quality or design or would be more suitable
for the purpose intended.
21. The School Board may take at random from containers and submit to an accredited
laboratory to determine if the delivered merchandise meets all specification requirements.
If merchandise does not meet the requirements, same will be rejected with supplier being
charged for cost of laboratory analysis. The School Board will purchase materials to
replace those rejected at the market price and the difference will be charged against the
bidder or his bondsman. In the future, bids will not be accepted from supplier delivering
merchandise which has been rejected.
22. The School Board further reserves the right to adjust quantities by increasing or decreasing
and to reject any and all bids.
23. The successful vendor shall furnish a Certificate of Insurance within fifteen (15) calendar
days following award but prior to start of service. Certificate shall provide for 30-day notice
of cancellation, specifically name St. Tammany Parish School Board, its officers, and/or
officials as additional insured, and:
a. Comprehensive General Liability - $1,000,000.00 combined single limit.
Coverage to include premises, operations, contractor's protective liability,
products and completed operation, contractual liability.
b. Comprehensive General Automobile Liability Insurance with minimum limits
of Bodily Injury - Each Person $1,000,000.00, Bodily Injury - Each
Occurrence $1,000,000.00, Property Damage
Each Occurrence
$1,000,000.00. Coverage shall be written to include all owned, non-owned and
hired vehicles.
c. Workers' Compensation - State of Louisiana, Employer's Liability, Statutory
requirements $1,000,000.00. Provide waiver of subrogation in favor of the St.
Tammany Parish School Board.
24. In accordance with Revised Statute 38:2237 A(9), the School Board may reject all
proposals when it is deemed that such action is in the best interest of the School Board.
25. In accordance with LA Revised Statute 38:2252, "Preference is hereby given to materials,
supplies and provisions, produced, manufactured or grown in Louisiana, quality being
equal to articles offered by competitors outside of the state." As bidder you must indicate
on your bid response that you are claiming a preference.
26. Successful bidder(s) must maintain designated account representative to assist with orders,
billing, shipping, incorrect pricing, operations, etc. If representative vacates their position,
successful bidder(s) must assign a new representative and notify the STPSB in writing at
purchasing@stpsb.org within fifteen (15) days of change.
27. Purchase order(s) will be processed for each successful bidder that has been awarded items
on the bid.
28. Invoice(s) must be those of the successful bidder and must show the purchase order
number, complete unit description, quantity ordered, quantity delivered, quantity billed for,
unit price and total amount along with any discontinued and/or unavailable items. Items
being invoiced must match the purchase order. (i.e. unit/item description, quantity
delivered, quantity ordered, unit price)
29. Credits must be applied to original invoice and purchase order must be referenced.
30. Invoice(s) shall be submitted to the St. Tammany Parish School Board, Accounts Payable
Department, 321 North Theard Street, Covington, LA 70433 OR invoices may be emailed
to Accounts.Payable@stpsb.org.
31. Successful bidder must consent to and yield to the exclusive venue and jurisdiction of the
22nd Judicial District Court for the Parish ofSt. Tammany, and waive any and all claims of
entitlement to removal of any case from this jurisdiction, including any removal to any
Federal Court, in connection with any proposal or bid.

Contractors must adhere to the following contract provisions below, if applicable
Environmental Protection-
• Contractor agrees to comply with all applicable standards, orders or regulations issued
pursuant to the Clean Air Act (42 U.S.C. 7401-7671q) and the Federal Water Pollution Control
Act as amended (33 U.S.C. 1251-1387).
• Contractor agrees to report each violation to the Federal awarding agency and the Regional
Office of the Environmental Protection Agency.
Contractor will be expected to comply with federal statutes in the Debarment Act and the Anti-
Lobbying Act
Debarment and Suspension Certification (Executive Orders 12549 and 12689)-
• A contract award (see 2 CFR 180.220) must not be made to parties listed on the government
wide exclusions in the System for Award Management (SAM), in accordance with the OMB
guidelines at 2 CFR 180 that implement Executive Orders 12549 (3 CFR part 1986 Comp., p.
189) and 12689 (3 CFR part 1989 Comp., p. 235), "Debarment and Suspension."
• SAM Exclusions contains the names of parties debarred, suspended, or otherwise excluded by
agencies, as well as parties declared ineligible under statutory or regulatory authority other than
Executive Order 12549.
• By signing and submitting any bid or proposal for $25,000 or more, the bidder certifies that their
company, any subcontractors, or principals are not suspended or debarred by the general
services administration (GSA) in accordance with the requirements in "audit requirements in
subpart F of the Office of Management and Budget's Uniform Administrative requirements, cost
principles, and audit requirements for federal awards"
Lobbying Certification Byrd Anti-Lobbying Amendment, 31 U.S.C.1352 (as amended)
Contractors must adhere to:
• Contractors that apply or bid for an award exceeding $100,000 must file the required
certification.
• Each tier certifies to the tier above that it will not and has not used Federal appropriated funds
to pay any person or organization for influencing or attempting to influence an officer or
employee of any agency, a member of Congress, officer or employee of Congress, or an
employee of a member of Congress in connection with obtaining any Federal contract, grant or
any other award covered by 31 U.S.C. 1352.
