Summary

Purpose and Background
The purpose of this RFP is to solicit Proposals for Pharmacy Consulting Services and Pharmaceuticals.


The Agency operates eight Developmental Centers (DC) across the State.  DCs are licensed and certified as intermediate care facilities for developmentally disabled individuals. The DCs serve individuals who require comprehensive programs, medical, behavioral, and residential services, and are designed to ensure that each individual may experience a life of increasing capabilities and independence. The Agency staff supports individuals by developing a person-centered plan and using trauma-informed care practices to identify the support needed to achieve the individual’s goals.

The DCs provide temporary individual placement and offer programs that teach skills individuals need to live in a less isolated, more community-based setting.  DCs also provide technical assistance and training to county boards of developmental disabilities and families and providers to assist developmentally disabled individuals to remain in their own homes and avoid admission to a DC.  If it is determined that an individual needs a short-term admission to assist in stabilization of the individual, the admission to a DC is coordinated with the county board of developmental disabilities in the county where the individual lives.  Planning for the individual's return to their home begins at admission and includes the people who are important and necessary to make the individual's return to their home successful.  It is also the Agency's belief that all individuals of its DCs, with the appropriate support and services, can live safe and enjoyable lives in their own homes in the community.

Following the discharge of an individual from a DC into their own home, staff from the Agency provide follow-along services to the individual, county board and provider to ensure that services are being appropriately delivered and to address any situations that may arise as the individual adapts to his or her new home.

Scope of Work Overview

An overview of the Work is provided below.  The scope of work and requirements are provided in greater detail within Part 1, Scope of Work.

The Contractor must provide the Agency with pharmacy consulting services with pharmaceutical distribution to individuals at the DCs to promote a healthy environment.  The Contractor must perform the Work with minimal disruption throughout the individual’s admission, stay and discharge.  The Contractor must work with the staff at the DCs to dispense medication and provide reporting and billing to the Agency.
