Summary

The purpose of this RFP is to obtain a contractor to provide pool management services to manage all aspects of pool management services including recruiting, screening, interviewing, onboarding, training, and supervising, certified lifeguards for City of Norfolk (“City”) pools.

This is a re-post of 10652-0-2025 Pool Management Services for Outdoor Pools that closed on 3/18/2025. The information in this solicitation is almost identical to the previous posting. Please note that the times and days of pool operation have been corrected, and submittal requirements have been clarified.

Background

Historically, the City has directly hired, trained, and certified lifeguards. However, to mitigate lifeguard shortages, the City is seeking a Contractor who is able to staff City pools with all necessary personnel for the summer swim seasons.
