The City of Fort Morgan is accepting sealed bids for the 2025 Water Treatment Facility SCADA and PLC Upgrade Project until 2:00 p.m. (our clock) on April 8th, 2025 at City Hall located at 110 Main Street, Fort Morgan, CO 80701. Description of Work: The Work includes, but is not necessarily limited to, furnishing of labor and equipment for the installation of six control panels (PCM-1, PCM-2, PCM-3, Filter Console, Trac Vac Control Panel, Polymer Control Panel, Effluent RIO Control Panel, main ethernet switch, driver for SCADA software, control software license, and start-up and testing of the system) in the plant for upgrade.

The Fort Morgan Water Treatment Plant is requesting proposals from qualified Contractors to replace the current system with an Allen-Bradley ControlLogix based system.  The plan is to replace only the back panels of the current control panels to preserve all of the field devices, power and communication wiring.  All processors and IO modules will be replaced.

The Fort Morgan Water Treatment Plant currently has an Allen-Bradley SLC500 based automation system with an Iconics HMI for control, interface, alarming and alarm notification.  Allen-Bradley has announced the SLC500 platform reached its end of life as of March 2024, meaning modules and processors are officially discontinued or supported.  The PLC platform needs to be updated to avoid future issues related to reliability and replacement module availability.  The HMI interface (Iconics) and the corresponding IO servers (Software Toolbox) are currently running on three PC's located in the plant.

Pre-Bid Conference: A non-mandatory Pre-Bid Conference will be held at the City of Fort Morgan Water Treatment Facility, 14625 Co Rd 8, Wiggins, CO 80654 on March 11th, 2025 at 11:00 a.m.  Prospective bidders are highly encouraged to attend the Pre-Bid Conference.  The Engineer may issue addenda as the Engineer considers necessary in response to the questions raised in the Pre-Bid Conference.
