Project Description: Liberty Fire Company located in the Borough of Bangor will receive bids electronically via PennBid at https://pennbid.bonfirehub.com for the construction of a 12-feet (approx.) tall retaining wall and associated grading with storm water facilities along with the base construction of a parking area located thereon, until 4:00 PM (prevailing time) on the 4th day of March 2025.
Work to include:
The construction of the remaining 240 lineal feet (approx.), 12 feet high (approx.) Redi-Rock retaining wall. The work shall consist of excavation and removal of material as required to meet the proposed grade, placement of approximately 3,000 tons of 2RC backfill aggregate, 14.0-feet of 15” watertight HDPE storm pipe.
The installation of the remaining 10-feet deep (approx.) 48” manhole with standard 24” lid.
The installation of a 10.00’x 4.00’x9.46’ outlet structure with standard 24” manhole lid and 2’x3.77’ standard M-Top with bicycle safe grate. (Material to be supplied by owner “Liberty Fire Co”)
The installation of 70-feet (total) of 60” watertight HDPE storm pipe with watertight end caps (Material to be supplied by owner “Liberty Fire Co”)
Alternate Bid No. 1 shall consist of saw cutting the existing macadam parking area.
Alternate Bid No. 2 shall consist of installation of approximately 60 lineal feet of block retaining wall to be installed along the existing concrete sidewalk adjacent to the existing pavilion.
Alternate Bid No. 3 Installation of 240 – feet (approx.) 4’ high, Redi Rock Magic barrier wall.
CONTRACT DOCUMENTS can be obtained at no cost via Penn Bid.
All questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid. Responses to questions which require addenda or changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified when a change or addenda has been posted.
Each BID, when submitted must be accompanied by a Bid Bond which shall not be less than ten percent (10%) of the amount of the BID.
A Pre-Bid meeting will be held onsite upon request of bidder.
The Labor Standards, Wage Determination Decision and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contract.

In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 3% goal for female participation and a 5% goal for minority participation in his/her aggregate on-site construction work force. In addition, Section 3 requires that the Contractor must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. Section 3 contracting goal is 10% and Section 3 employment goal is 30%. Preference may be given to responsible Section3/MBE/WBE Contractors to meet overall project goals.
The Contractor shall be required to conform to the Pennsylvania Prevailing Wage Act.
The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, Maintenance Bond, and a Labor and Material Payment Bond.
Liberty Fire Company reserves the right to reject all bids, increase or decrease any item or items, to delete any item or items, and/or waive informalities in the Bidding.
BIDS may be held by OWNER for a period of not to exceed sixty (60) days from the date of the opening of BIDS for the purpose of reviewing the BIDS and investigating the qualifications of Bidders, prior to awarding of the CONTRACT.
