The County is seeking qualified professional consultants to provide comprehensive land management services across its conservation lands and preserves. This is a three-year contract with two optional one-year extensions, structured around task-based assignments that will be negotiated individually as projects arise.
The primary services encompass core areas of expertise such as: timber inventory and sale administration, including forest appraisals and harvesting oversight; reforestation and restoration projects for habitat improvement; boundary surveying and demarcation of preserve lands; wildlife management including population surveys and recreational hunting program development; invasive species control for both plants and animals; data collection and monitoring using GPS and GIS technologies; comprehensive management plan development; and fuel mitigation with fireline maintenance for prescribed fire applications.
Successful contractors must demonstrate relevant certifications, and proven experience in natural resource management. The County particularly values local presence (preferably within Volusia County or Central Florida), quality performance history, and the ability to work with threatened and endangered species while following all state and federal regulations. This opportunity requires firms capable of handling diverse ecological challenges while supporting the County's ecosystem-based, multi-use land management program across various conservation properties.
The Land Management activity is responsible for the management, enhancement and restoration of more than 38,000 acres located in Volusia County. The majority of the acreage was acquired through two Volusia County voter approved acquisition programs, the 1986 Endangered Lands program and the 2000 Volusia Forever program. With the passage of the Volusia Forever referendum in November of 2020, Volusia County will be adding to these protected Conservation Lands. These lands have been and will be acquired for public conservation purposes, while allowing passive recreation by the residents of Volusia County and others wishing to visit them. Compatible passive recreation includes hiking, biking, bird watching and wildlife observation. Habitat management is required to maintain healthy ecosystems and meet the goals of management plans.
