The solicitation is anticipated to be posted to Contract Opportunities on SAM.gov on or around July 14, 2025.
SCOPE OF CONTRACT
This project will repair/reconstruct the existing sanitary sewer collection system at the Big Smoky Administrative Site. Specific work consists of 1) removing the existing sewage sludge from two sewage lagoons to facilitate installing new geomembrane liners for each; 2) cleaning the existing sanitary sewer collection system concrete structures to render free of any dirt/debris, and reconditioning existing sanitary sewer manhole channels to render smooth/uniform and reconditions/repairing existing intake/outlet structures as needed to render structurally sound and free of defects; 3) constructing new smooth wire laydown fence around wastewater lagoon site perimeter, including new wire gate, to prevent unauthorized entry; 4) reconstructing the existing RV Dump Station which connects directly to this existing collection system; 5) pulverizing the existing asphalt access roadway to render a smooth/uniform aggregate surfacing; 6) constructing new aggregate surfaced access roads where specified; and 7) performing all other miscellaneous improvements as required to complete the necessary project work.
PROJECT LOCATION
From Fairfield, Idaho travel north along Soldier Creek Road for approximately 10 miles to the junction with Couch Summit Road. Turn right and travel approximately 8.5 miles to the junction with Forest Road 70227. Continue straight on Forest Road 70227 for another approximately 5.5 miles to the junction with Forest Road 70012. Turn right and travel approximately 0.1 miles to the junction with Forest Road 70085. Turn right and travel approximately 0.5 miles to the project location.

MAGNITUDE OF CONSTRUCTION PROJECT
Per FAR 36.204 (e): Between $500,000 and $1,000,000.
USE OF PREMISES (CAMPING)
Camping for contract personnel will be permitted near the entrance of the Big Smoky Work Center site via two RV pull-out pads. If this site is used, then the Contractor shall supply the number of toilet facilities (porta-potty) necessary to serve the personnel who will be camping in at this location. Disturbance to the site shall be minimized, weed-free prevention practices shall be followed, and appropriate camp site cleanliness/etiquette shall be met.

GOVERNMENT FURNISHED PROPERTY
Pump intake screen for use in drafting water out of the nearest stream for filling water truck. This is noted in Section 170 of the FP-14 Supplemental Specs.
BONDING: All offerors will be required to provide a Bid Bond (20%) with their proposal submission. Performance and Payment Bonds (100% each) will be required of the successful awardee.
The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
