This Project is the renovation of the second floor of Rathaus Hall at Queens College. While theprimary area of work is approximately 14,000 sf on the second floor, the project also includes associated work on the facade, rooftop, cellar and first floors in support of 2nd floor renovations.
There is no change of use, egress or occupancy proposed. This existing building has no certificate of occupancy. This is a NYS owned building that is not in a flood zone. This building is not within the jurisdiction of local landmark preservation agencies. Second floor renovations will create sorely needed new departmental space and provide students with dynamic learning experiences in preparation for a variety of post-graduate careers in the arts.
This project creates specialized classrooms designed to support a variety of active, participatory and lab-style learning environments. Three new studio classrooms will increase opportunities for new courses and simplify the logistics of using the actual theater as a drama classroom. Sprung flooring in these new studio classrooms will facilitate their use for dance as well as drama. Two lab-style classrooms (the design lab and costume shop) join the existing sewing lab as workshop-based studio-creative learning environments. These spaces will focus on instruction for set design and costume fabrication. This floor will also include a more traditional front-facing classroom and smaller conference/seminar/meeting room. Across the hall from the departmental offices will be a student lounge for clubs affiliated with the Department of Drama, Theatre and Dance.
Estimated Cost Range: 7,500,000 - 8,363.000
Project Labor Agreement
The successful low bidder as a condition of being awarded this Contract, must execute the PLA included in the Contract Documents following the Form of Bid. The Work undertaken in connection with this Project will be governed by, and subject to the conditions set forth in the PLA. All Subcontractors of every tier, will be required to execute a Letter of Assent, included in the enclosed PLA, agreeing to be bound by the PLA. The PLA has been approved by the Building and Construction Trades Department, AFL-CIO.
Bidders for the construction of this project will be selected only after the review and evaluation of the qualification packages received in response to this notice.

The documents provided are for reference only. Finalized construction / bid documents shall be distributed to the qualified contractors invited to bid.

Each firm responding to this solicitation shall submit an EOI package organized and assembled in a clear, logical and professional manner consistent with the requirements set forth herein. Failure to comply with these instructions may render the submission non-responsive and subject to rejection.

Provide a company profile that includes the following information:
Tab 2 – Experience
Provide documentation showing a minimum of five (5) years of experience with projects similar in size, scope, and complexity to the one being proposed.
Provide details for the five (5) relevant projects that have been completed- or substantially completed- within the last ten (10) years.
For each project, include the following information:
If applicable, also include a list of all DASNY projects completed within the last 5 years.
Tab 3 – Project Schedules
Provide three (3) sample project schedules for the same projects listed in Tab 2. These schedules should reflect projects of similar size, scope, and complexity to the referenced project.
Tab 4 – Safety Program
Provide the firm’s written safety program or site safety plan. Include the résumé of the person responsible for overseeing project safety.
Tab 5 – Résumés
Provide names and résumés for the proposed project team. Each résumé should demonstrate experience with at least one project of similar size, scope, and complexity to the referenced project. Team members should include, at minimum: Project Manager, Site Superintendent, Project Engineer, and Quality Control Representative.
Tab 6 – Potential Subcontractors
Provide a list of potential subcontractors for this project. For each potential subcontractor, identify anticipated M/WBE subcontract participation, the subcontractor’s trade, and brief description of their scope of work.
Tab 7 – Anticipated Workload
Provide a list other projects you firm will be working on during this project’s construction period. Include a statement explaining how your firm will successfully complete this project within the required timeframe.
Tab 8 – Experience Modification Rating
Provide a letter from your insurance provider indicating the firm’s Experience Modification Rating (EMR) over the past three (3) years. If your EMR is above 1.00, include a written explanation.
Tab 9 – Bonding Capacity
Provide a signed letter from a Surety Company attesting to your firm’s single, aggregate and available bonding capacity. If your available bonding capacity does not to meet the bonding requirements of this contract, you must explain how your firm will meet the bonding requirements.
Tab 10 – NYS Vendor Responsibility Questionnaire
Provide your online or hardcopy NYS Vendor Responsibility Questionnaire For-Profit Construction (CCA-2) certified within the last five (5) months. Firms shall provide the Certification page for the online version or the full questionnaire, if submitting a hardcopy.
Eligibility/Qualifications Requirements/Preferences:
Tabs 1 through 7 will be scored by a DASNY committee. Firms deemed qualified from this solicitation will be included on a short list and invited to submit a bid in the near future. Firms not following the EOI package requirements as noted shall be considered non-responsive to the advertisement. The construction contract will be held by DASNY.

The vision for this project was crafted by the College to "turn Rathaus into an energetic mini-arts
center for Drama, Theatre and Dance" by providing essential departmental resources and dynamic
new learning environments that will enrich students' experience as they prepare for a broad spectrum
of careers in the arts. Although the two-story Rathaus Hall opened in 1960 as the "Music Wing" to
complement the Colden Performing Arts Complex, the music department left these relatively spartan
interiors in favor of their new facility in 1991. The second floor of Rathaus Hall includes 13,148 gross
interior square feet. Original music classrooms and offices have become home to the vibrant Drama,
Theatre and Dance department but these facilities and building systems remain in largely original
condition and have never been modernized or adapted to suit their new occupants. For the first time,
new studio classrooms and design labs will facilitate pedagogical synergy between this department
and the spaces in which they teach.
In addition to providing specialized new learning spaces for Queens College, these renovations will
remediate hazardous materials, replace existing windows, upgrade electrical, telecom and HVAC
systems, modernize architectural finishes, and improve energy efficiency.

1.3 CONTRACTOR'S PROJECT MANAGER
A. Contractor and each Sub-contractor shall identify a project manager who shall be responsible for
coordination between and among each and all contractors and subcontractors for the Project and the
Owner.
1.4 COORDINATION ACTIVITIES
A. Coordination activities of Contractor's project manager include, but are not limited to, the following:
1. Provide overall coordination of the Work.
2. Coordinate use of access shared with other contractors to workspaces and workspaces shared
with other contractors.
3. Coordinate product selections for compatibility with either product selected under this Contract
and under other contracts for the Project. Identify to Owner and Design Professional
incompatibilities between products selected under this Contract and products selected under
other contracts for the Project.
4. Provide overall coordination of temporary facilities and controls.
5. Coordinate, schedule, and approve interruptions of permanent and temporary utilities, including
those necessary to make connections for temporary services.
6. Coordinate construction and operations of the Work with work performed by each other
separate Contract for the Project and the Owner's construction forces.
7. Prepare Coordinated Composite Drawings, in collaboration with each other contractor for the
Project, to coordinate the work of the contracts for the Project.
8. Coordinate sequencing and scheduling of the Work. Include the following:
