The County of Sacramento ("County") is soliciting proposals for the design, permitting, bidding, construction administration, and close out engineering and professional services for upgrading security control systems for the Youth Detention Facility (YDF) Security Controls Upgrade Project. Upgrading security control systems includes security electronic systems, detention hardware, PLC door locking control system, detention locks, doors, glazing, hardware, key control system, door control electronics, operator control panels and control room systems, intercom and paging systems, integrated digital intercom system, video surveillance systems, Staff Duress System, security wire, cable, and infrastructure, fire alarm, classrooms audio and video monitoring, power distribution, and backup power systems. The County Youth Detention Facility located at 9601 Kiefer Blvd (County Facility number 00095) is an active facility and will require work phasing to avoid facility interruptions.
The selected consultant will coordinate with onsite stakeholders, the County Project Manager, County hired contractors, and various County AHJs to deliver a construction document package for public bid, construction administration, system commissioning and quality assurance, and operations training. Deliverables for the selected consultant will include large format 24"x36" construction documents, technical specification, design review stages with the County, advertising and bidding support services, construction administration support services, as-builts creation, and creation of training documents and manage in-person training sessions. Design is expected to begin in the Summer 2026, bidding is expected to begin in the Fall 2027, and construction taking place in late Fall 2027.
