TPWDis requesting Proposals for a Construction Manager-at-Risk (CMR) to providepre-construction and construction services for the New Park Development at Powderhorn State Park, Calhoun County, Texas, for Project No. 1210003 – NewPark Development.
Sealed proposals for Construction Manager at Risk will be received by the ContractingBranch, Infrastructure Division, Texas Parks and Wildlife Department,4200 Smith School Road, Austin, Texas 78744, until 2:00 p.m (CT), September30, 2025 . P roposals will bereceived and recorded in the A-100 Conference Room at TPWD Austin Headquarterslocation. No Pricing information will be publicly released until a contract hasbeen executed between TPWD and the successful Offeror.
Cost of work: Estimated at $53,000,000.00.
ContractTerm : For planningpurposes, the preconstruction performance period is estimated to be six hundredforty (640) calendar days. Theconstruction performance period is projected for a term of eight hundred (800)calendar days except as may be otherwise amended or negotiated. The totalcontract performance period is estimated to be one thousand four hundred andforty (1,440) calendar days.
Online Proposal Conference: TPWD will host an On-line pre-proposalconference via Microsoft® Teams on September 2, 2025 at 2:00 PM (CT) to discusssolicitation requirements. Although the pre-proposal conference is not mandatory,bidders are strongly encouraged to attend as important information regardingproposal submittal requirements, and an overview of the Project will bediscussed. Failure to consider conditions when preparing the proposal will notconstitute grounds for additional compensation. The on-line pre-proposalconference will be conducted using Microsoft® Teams Webinar.

Pre-Proposal SiteVisit: TPWDis offering two (2) site visit options on separate days and times. Offerors maychoose to attend the one that best fits their schedule. Please plan to arriveat the front gate of Powderhorn Wildlife Management Area (WMA) at thedesignated start time. Plan for a three (3) hour visit to allow adequate timeto view the entire site.
