The City of Bloomington is seeking a qualified contractor to provide all labor, materials, equipment, and coordination necessary to construct the structural concrete foundations for the Undulate outdoor art installation at Hopewell Commons Park. The work includes excavation, formwork, rebar installation, concrete placement, backfilling, and careful handling of existing landscaping and park features. The contractor will install ten concrete footers of varying sizes, each built to the elevations, dimensions, and reinforcement requirements shown in the project drawings and the Scope of Work in this RFQ.
The selected contractor must participate in a pre‑construction site walk with City staff to verify field conditions and coordinate activities with all affected departments. All work must follow the designated vehicle and equipment routing to prevent damage to sidewalks, brick‑paved areas, and pedestrian infrastructure. The contractor will also coordinate with the project electrician regarding conduit placement, though no electrical work will be performed by the contractor.
Upon completion, the contractor shall remove all formwork, restore disturbed areas, and leave the site clean, stable, and ready for sculpture installation. All disturbed areas must be restored to their original condition, including re‑mulching as required by the project. All work must comply with the specifications outlined in the RFQ and the attached project drawings.
Hopewell Commons Park is a newly developed public space, and the Undulate sculpture will be one of its key features. To install the artwork safely and correctly, the City needs reliable concrete foundations built to the exact dimensions shown in the project drawings. The work area includes existing landscaping and limited access points, so the job requires careful equipment movement and attention to the surroundings. Coordination with City staff, the project electrician, and the artist is important to ensure the foundations align with the sculpture’s design and installation needs. A contractor who works cleanly, follows the access routes, and delivers accurate foundations will help set up a smooth and successful installation.
