Project Description: Sealed bids for the construction of the Upper Little Conestoga Interceptor Rehabilitation Project - Phase 5 will be received online via the PennBid Program (www.PennBid.net) by the Lancaster Area Sewer Authority (LASA) until Thursday, April 10, 2025 at 11:00 A.M. local prevailing time.
This project generally consists of the furnishing of all material for, and the construction of, the Upper Little Conestoga Interceptor Rehabilitation Project - Phase 5 as presented in the Contract Documents. The project is in East Hempfield and Manheim Townships, Lancaster County, Pennsylvania.
The project bid consists of one (1) unit price contract.

The work in connection with this project constitutes a Public Works by a Public Body under the Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, which must be paid to workers employed on this project, are incorporated in the Contract Documents.
Bidders are advised that they must comply with all State anti-kickback regulations pertaining to work associated with this project.
A Mandatory Pre-Bid Conference will be held at the offices of the Lancaster Area Sewer Authority, 130 Centerville Road, Lancaster, Pennsylvania 17603 on Thursday, March 6, 2025 at 10:30 A.M. Local Time. Prospective bidders may discuss the project at that time with representatives of LASA and the Engineer.
Bids may be modified or withdrawn via the PennBid Program at any time prior to the opening of the Bids.
After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders. Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a government agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids.
Each Bid must be accompanied by Bid security in the form of a certified check, bank check, or Bid bond (in the required form) for ten percent of the Bid total in the same fashion as all other submittals that are made with the Bid. The lowest responsible bidder shall submit the actual Bid security to the Authority within three (3) business days after bid opening.
The LANCASTER AREA SEWER AUTHORITY hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, mistakes, defects or irregularities in any Bid.
