Construction Manager At-Risk Plumbing Infrastructure Enhanced Maintenance Project

1. The Rose Bowl Operating Company (“RBOC”) is seeking statements of qualifications, technical proposals, and price proposals (“Proposal(s)”) for a Construction Manager at Risk (“CMAR” or “Contractor”) to provide preconstruction/design-assist services including a funded subsurface field investigation program and, if RBOC's option to authorize Phase 2 is exercised, construction services for the Rose Bowl Stadium Plumbing Maintenance Project (the “Project”): the replacement and rehabilitation of the stadium's water, sewer, and gas distribution systems beneath the stadium concourse, implementing the replacement program recommended by the Rose Bowl Sewer and Water Asset Management Plan (2022), as indicated below and described in greater detail in the Contract Documents enumerated in the City's Standard Form of Agreement. The work will be performed at an operating stadium: the venue remains in continuous event use throughout construction, and the stadium's domestic plumbing and fire protection service share a single combined system that must remain in service. The Base Bid and each alternate are defined by a separate 100% Construction Document set, identified in paragraph 5 below.
2. The RBOC is seeking a CMAR that excels in the following key areas, which are evaluated under the criteria set forth in section 6:
   1. Directly relevant wet-utility experience.
   2. Open-cut main replacement and trenchless sewer rehabilitation.
   3. Live, occupied venue event-window phasing and water/fire service continuity.
   4. Subsurface risk management.
   5. A collaborative mindset to achieve optimal value within the Project budget and the stadium's event calendar.
   6. Financial strength and a strong safety record.
   7. Commitment to Pasadena-based subcontractors and local workforce.
3. A Selection Committee shall review the Proposals and, based on the criteria identified in the RFP, the committee shall select no more than 5 of the highest scoring finalists to shortlist, interview, and complete final scoring pursuant to P.M.C. Section 4.08.047, competitive selection, using the CMAR alternative project delivery method, authorized under P.M.C. Sections 4.08.136 and 4.08.027 and by the RBOC Board of Directors on August 6, 2026. The Proposer recommended for award of the contract will be evaluated and determined on a best value basis, based on qualifications, relevant experience, technical proposal, detailed price proposal cost breakdown, ability to guarantee that the initially proposed pricing included in this RFP response will be held through Phase 2 with the option of being decreased if value engineering opportunities are proposed and approved, proposed schedule which aligns with the phased site logistics, construction approach, proposed team including their availability and percentage dedicated to this project and interviews. Interviews will be used to validate and, where warranted, adjust scores under the published Evaluation Criteria; no separate interview points are awarded.
4. Construction Manager at Risk is a two-phased project delivery process:
   1. Preconstruction/Design-Assist Services, including the Phase 1 Field Investigation Program (“Phase 1”),
   2. An option for (2) Construction (“Phase 2”). If the RBOC authorizes Phase 2 it will either issue an amendment to the Phase 1 contract or a separate contract for Phase 2.

Note: The RBOC is not obligated to authorize Phase 2 or issue a contract for Phase 2 Construction. It is RBOC's intent to reach a mutually agreeable Guaranteed Maximum Price (GMP) prior to an award of a Phase 2 contract/amendment. See Section 9 (Review and Award Recommendation Process) for further details on the authorization of Phases.

1. The Project is structured as a Base Bid plus two (2) separately priced alternates. Each package is defined by its own 100% Construction Document set, all issued July 17, 2026 under Kimley-Horn Project ID 099742017: Base Bid — Water Maintenance Project (Sheets CW0.0 through CW4.0), replacement of the stadium's water distribution mains, valves, and service laterals; Alternate 1 — Sewer Maintenance Project (Sheets CS0.0 through CS4.0), cleaning and cured-in-place pipe lining of the stadium sewer system with major and minor spot repairs and selected new laterals; and Alternate 2 — Gas Maintenance Project (Sheets CG0.0 through CG4.2), abandonment of the existing underground gas distribution system and installation of new medium-density polyethylene gas distribution following the Water Maintenance Project in joint trench where possible.
2. RBOC may accept any, all, or none of the alternates, in any combination, at award or at a later date, subject to the Availability of Funds provision of this RFP. Alternates shall be priced on the basis of execution concurrent with the Base Bid under a single mobilization, and the Price Proposal requires stated combined-execution credits and schedule increments for each award combination. See Section 6 (Scope of Work), Section 6.9 (Price Proposal — Bid Form and OpenGov Line Items), and Attachment [S] (Bid Form). Award, if any, will be made to the responsive and responsible Proposer whose Proposal is determined to provide the best value under the published Evaluation Criteria. For scoring purposes the Evaluated Cost is computed identically for every Proposer; RBOC may thereafter accept alternates in any combination, at the prices proposed, within the acceptance window stated in this RFP.
3. Funding: the Base Bid is funded through a State of California grant administered by the City of Pasadena. Alternate 1 is funded through a federal Community Project Funding grant administered by the U.S. Environmental Protection Agency and therefore carries the federal requirements set out in Section 7.7, which apply only if Alternate 1 is awarded. Proposers shall price the federal compliance burden within their Alternate 1 pricing. Alternate 2 is eligible under the same State grant as the Base Bid; it is priced for evaluation and possible award. Alternate 2 is expected to be executed concurrently with the Base Bid. Pricing Alternate 2 creates no obligation on RBOC. Clarifications specific to the Gas Maintenance Project (permit route and timing, points of connection, and re-pressurization sequencing) will be resolved with the selected CMAR during Phase 1 preconstruction, and Alternate 2 pricing shall remain open for acceptance through completion of GMP development as provided in Section 6.4. If elected, Alternate 1 shall be executed concurrently with the Base Bid unless RBOC issues a separate or delayed Notice to Proceed as provided below. In all cases, the CMAR shall maintain cost accounting, certified payroll, and material documentation that segregates all Alternate 1 work from all other work in detail sufficient to support federal reporting and audit; no adjustment to the Base Bid price will be made for that segregation. RBOC further reserves the right to issue a separate or delayed Notice to Proceed for Alternate 1, and the Price Proposal requires the Proposer to state the schedule and cost effect of an Alternate 1 Notice to Proceed issued up to 120 days after the Base Bid Notice to Proceed. RBOC may assign or reallocate funding sources among award packages at or after award; any such reallocation shall not change the Contract price. Any package funded in whole or in part with federal funds shall carry the requirements of Section 7.7.

Location:

The City of Pasadena is a diverse community that is home to approximately 142,017 people. Pasadena is the ninth-largest city in Los Angeles County. It is one of the primary cultural centers of the San Gabriel Valley. The City covers approximately 22.5 square miles, with an average of ten residents per acre. The median age of its residents is approximately 36.9 years. There are over 100,000 jobs in a wide variety of industries in the City of Pasadena.

The Rose Bowl:

The Rose Bowl Stadium, opened in 1922 and designated as both a National Historic Landmark and a California Historic Civil Engineering Landmark, stands as one of the most iconic sport and entertainment venues in the world. The selected CMAR's work must adhere to all legal requirements to maintain the Rose Bowl Stadium's designated Landmark status. Known globally as “America's Stadium,” the venue has hosted five Super Bowls, two Olympic Games, and countless events of historic significance across college football, international soccer, concerts, and civic life. The stadium is an enduring symbol of excellence and pride for the City of Pasadena and the State of California.

Rose Bowl Lasting Legacy Campaign:

The Rose Bowl Lasting Legacy Campaign is a multi-phase initiative focused on eight major capital improvements timed around the 2028 Olympic Game.

Rose Bowl Stadium Plumbing Infrastructure Project:

Rose Bowl Stadium Plumbing Infrastructure Project lays the groundwork of the stewardship the Rose Bowl Lasting Legacy Campaign, renewing the core utility infrastructure on which every event at the venue depends. Through this campaign and its supporting capital projects, the RBOC seeks to preserve and elevate the venue's historic stature while preparing it to meet the demands of the 21st Century. The 100% Construction Documents title the three packages the Water, Sewer, and Gas Maintenance Projects; certain funding, design, and Board records refer to the same work as the Rose Bowl Stadium Plumbing Infrastructure Project. Both names refer to this Project.

Impetus:

At the stadium's 100-year mark, RBOC commissioned the Rose Bowl Sewer and Water Asset Management Plan, which found that most of the stadium's underground water and sewer lines have exceeded the typical 50-year design life, (some in service for as many as 85 years at the time of the report) and documented a history of pipe breaks repaired under emergency conditions rather than through planned replacement.

Condition:

The stadium is served by a single 12-inch lateral with a 10-inch meter (east side, near Gate B) carrying both domestic and fire protection demand. Distribution is a 12-inch ductile iron outer loop, an 8-inch segment, and a 6-inch cast iron inner loop dating to 1935. The venue sits in a flood plain on miscellaneous rock and old fill and has experienced subsurface movement and cave-ins that have ruptured utility lines. Record drawings for a system of this age are incomplete, and repeated leaks in the existing underground gas piping have been attributed to unstable soils that prior remediation has not resolved. The sewer system discharges to the City's collection system through a single 12-inch main at the south end of the brick plaza; a CCTV survey and NASSCO condition assessment has not yet been performed; it will be conducted as part of the Project, and the resulting condition report will be provided to Proposers by addendum if available prior to the Proposal Submission Deadline, or to the selected CMAR during Phase 1.

Work:

The water scope is maintenance replacement of aging mains. The designed water scope abandons the 6-inch cast iron inner loop, upsizes the 8-inch segment to 12-inch, and maintains a combined fire and domestic system for reliability and ease of operator maintenance. Sewer rehabilitation (Alternate 1) is by cured-in-place pipelining with major and minor spot repairs and selected new laterals, to be informed by the CCTV survey and NASSCO condition assessment once performed. Gas replacement (Alternate 2) abandons existing underground gas system in favor of new MDPE distribution following the water alignment in joint trench where possible.
