ZONING CODE REWRITE. The City of Willmar is seeking proposals from qualified planning firms or consultant teams for a one-time contract to lead a full rewrite of its zoning ordinance. This is an opportunity to help shape a modern, integrated code that: Aligns with Willmar’s adopted Land Use Map. Merges land use, zoning, development, and subdivision into one cohesive document. Reflects community priorities through robust public engagement We’re looking for a team that can deliver: Innovative, graphic-rich, and user-friendly code. Adaptable frameworks for future growth. Streamlined processes for development review. Accessible tools for staff, residents, and stakeholders. Firms should demonstrate expertise in zoning reform, public outreach, and producing graphic-rich code documents. Proposals must describe team structure, relevant experience, approach to public involvement, schedule, and fee.
