Summary

The City of Orlando (City) is seeking Qualifications Statements from interested Consultants registered in the State of Florida to provide Professional Engineering Services pursuant to Section 471.023 of the Florida Statutes for RQS26-0380 Design Services for Flood Mitigation Projects in the Southeast Lakes Basin which will be grant funded through the Florida Division of Emergency Management (FDEM). Respondents which are business organizations must be filed with and registered in the State of Florida to provide Engineering Services pursuant to Section 471.023 of the Florida Statutes as of the due date for submission of Qualification Statements.



Background

The Southeast Lakes Basin is located within areas controlled by the City of Orlando and includes the following 18 lakes (Southeast Lakes):

  5. Lake Cherokee
  6. Lake Davis
  7. Lake Emerald
  8. Lake Weldona
  9. Lake Greenwood
  10. Lake Como
  11. Lake of the Woods
  12. Lake Copeland
  13. Lake Lancaster
  14. Lake Hourglass
  15. Lake Beauty
  16. Lake Lurna
  17. Lake Wade
  18. Crystal Lake

The Southeast Lakes Basin has an overall contributing drainage area of approximately 3,500 Acres and is generally bounded by Interstate 4 (I-4) to the west, Michigan Street to the south, the Orlando Executive Airport and Lake Underhill to the east, and State Highway 50 to the north. Existing land uses within the basin are predominantly residential, commercial and open water (lakes).

Highly developed, much of this area was built prior to the National Flood Insurance Program, the state’s first building code and the state stormwater regulations. Because the Southeast Lakes Basin is a closed basin, it relies exclusively on infiltration, evaporation, transpiration and drainage wells to maintain or lower the water stages in the lakes in the basin. While many of the Southeast Lakes have culverted connections between them and drainage wells, collectively the Southeast Lakes are landlocked and do not have any surface water connection to downstream receiving waters. The basin is generally built-out and has no existing surface water outfall.

Within the Southeast Lakes Basin is the Orlando Health Downtown Campus. The proposed project is specifically aimed at ensuring unimpeded attenuation for the Orlando Health Downtown Campus during a 100 Year Storm Event. The Flood Mitigation Project will reduce flood risk to the streets, parking lots and buildings on the 65-Acre Orlando Health Downtown Campus, which includes Orlando Regional Medical Center (ORMC); Winnie Palmer Hospital for Women and Babies; and Arnold Palmer Hospital for Children. The campus is also home to the Orlando Health Heart Institute, UF Health Cancer Center, Ronald McDonald House, Healthy Y Fitness Center, Obstetrics/Gynecology Building, a pediatric rehabilitation center, UF Health Neurosurgery – Orlando Health, the Medical Education Outpatient Clinic, Occupational Health Building, and other medical and administrative buildings. By reducing flood risk to the streets, parking area and buildings on or around the Orlando Health Campus, the City will help to ensure that emergency vehicles, patients and healthcare workers have unimpeded access to the medical facilities, in particular, Orlando’s only Level One Trauma Center, ORMC.

The Southeast Lakes Basin Drainage Project entails the modification of the existing stormwater connection along Miller Street and Howell to Lake Lurna: installation of an emergency generator at the Lake Lurna Pump Station; construction of three (3) stormwater detention chambers on the grounds of Orlando Health’s ORMC; construction of a pump station on the grounds of Orlando Health’s ORMC, new stormwater system construction along Orange Avenue from ORMC to Annie Street, modification of an existing connection to Al Coith Park to connect to a newly constructed detention chamber at Al Coith Park, construction of a pump station at Al Coith Park, and construction of an outfall at Lake

Copeland (the stored water at Al Coith Park chamber would be pumped from Al Coith Park via Annie Street and Orange Avenue to a newly constructed outfall at Lake Copeland).
