The City of Tustin is soliciting proposals from qualified, experienced, and highly capable firms to provide comprehensive parking control enforcement services within designated areas of the City. Through this Request for Proposals (RFP), the City seeks to establish a strategic partnership with a contractor that possesses demonstrated expertise in municipal parking enforcement, exceptional organizational and operational capabilities, and a proven commitment to professionalism, accountability, customer service, and innovation. The selected contractor will serve as an extension of the Tustin Police Department by providing consistent, impartial, and legally compliant parking enforcement services that enhance public safety, promote voluntary compliance with parking regulations, improve traffic circulation and mobility, preserve access to residential neighborhoods and commercial districts, support local businesses, and contribute to the overall quality of life enjoyed by the City's residents, visitors, and stakeholders. The City recognizes that effective parking enforcement extends well beyond the issuance of citations and plays a critical role in maintaining safe roadways, ensuring equitable access to limited parking resources, reducing congestion, supporting emergency vehicle access, protecting neighborhood parking availability, and fostering responsible parking behavior throughout the community.
Accordingly, the City seeks a contractor that embraces a customer focused and community-oriented approach to parking enforcement while utilizing modern technology, data driven management practices, and industry best practices to maximize operational efficiency, transparency, and service delivery. The successful proposer shall demonstrate the ability to recruit, train, supervise, and retain highly qualified personnel; deploy reliable vehicles and technology; provide responsive field supervision and administrative support; maintain comprehensive reporting and measurable performance standards; and adapt to evolving operational priorities and community needs.
