Email Bids will be received until November 21, 2025, no later than 3:00PM EST. This project is
being bid informally; bids will NOT be opened at a public forum.
Bid Documents, including the Project Manual and Drawings, will be available electronically upon
request. Interested bidders shall contact the Project Manager, Shangwen Liu at
Shangwen.Liu@raleighnc.gov, to obtain a link to the bid documents. Addenda and other bid-
related communications will be issued only to those who have requested and received the
documents directly from the Project Manager.
Bids shall be submitted via email to Shangwen.liu@raleighnc.gov. No bid will be considered or
accepted by the City unless properly submitted by the above-noted date and time. No bidder may
withdraw their bid within ninety (90) days after the date of the bid opening.
After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria
set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any
informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the
lowest responsible and responsive Bidder, taking into consideration quality, performance and the
time specified in the Bid Form for the performance of the Contract.
A non-mandatory Pre-Bid Meeting will be held on November 6, 2025 at 10:30am EST at
Carolina Pines Park Proposed Playground Site (2305 Lake Wheeler Rd, Raleigh, NC 27603).
Bidders are strongly encouraged to attend.
Written questions will be accepted via email at Shangwen.liu@raleighnc.gov until November 13,
2025 at 5:00PM EST. Responses to all questions will be issued as an addendum and distributed
to bidders via direct email by November 18, 2025 at 5:00PM EST.
Requirements for pre-bid submittals of an “or-equal” are required within ten (10) days of the
issuance of the Advertisement for Bids and in accordance with Section 00200, Instructions to
Bidders.
The Project consists generally of the following major items:

tennis facilities. The work shall include, but is not limited to, site preparation, grading,
erosion and sediment control, installation of concrete pavements, site furnishings and all
ancillary items necessary to provide a complete and functional project in accordance with
the Contract Documents.
Play equipment and safety surfacing associated with the new playground will be furnished
and installed under a separate contract and are not included in this scope of work. The
selected contractor shall coordinate, but not be limited to, limits of work, site access, and
construction schedule with the City and the playground contractor as directed to ensure
proper sequencing and avoid conflicts between concurrent operations.
All work shall be performed in accordance with the project plans, specifications, and City
of Raleigh standards, and shall comply with all applicable federal, state, and local
regulations. Contractors must be properly licensed to perform work in the State of North
Carolina and are responsible for obtaining all required permits. The successful contractor
shall furnish all labor, materials, equipment, and incidentals necessary to complete the
project in a timely and workmanlike manner.
The contractor shall provide a minimum one (1) year warranty on all workmanship,
materials, and installed equipment, beginning upon final acceptance of the project by the
City. Any defects in materials or workmanship identified during the warranty period shall
be promptly corrected by the contractor at no additional cost to the City.
With each request for Bidding Documents supply the following information: Company name,
contact person, street address, phone number, and email address for Bidding point of contact; N.
C. contractor’s license with limitation and classification; indicate if the firm will be a Prime bidder,
Supplier or Sub-Contractor.
Bidders will be required to show evidence that they are licensed to perform the work in the Bidding
Documents as required by North Carolina General Statute, Chapter 87 and the Instruction to
Bidders.
Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in
accordance with City policy, the City of Raleigh encourages and provides equal opportunity for
certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in
all aspects of the City’s contracting and procurement programs to include Professional Services;
Goods and Other Services; and Construction. The prime contractor will be required to identify
participation of MWBE businesses in their Bid, and how that participation will be achieved.
Furthermore, the City’s goal is to contract or sub-contract fifteen percent (15%) of the contract
amount to certified MWBEs on construction projects over $300,000, or with contracts that include
$100,000 or more in state funding.
