81626Y0768-Speciation & drug resistance testing for TB diagnostics

Pursuant to Section 3-05 of the New York City Procurement Policy Board Rules, the NYC Department of Health and Mental Hygiene (DOHMH) intends to enter into negotiations for a 6 year Sole Source agreement with Health Research Incorporated for speciation & drug resistance testing [deletion analysis, PCR based drug resistance analysis SNP analysts using whole genome seq (WGS)] for all samples received from DOHMH, which will be performed by Wadsworth Center- Mycobacteriology Laboratory at the New York State Department of Health (NYSDOH) to identify lab cross contamination of samples and allow clinicians to treat TB patients appropriately.

DOHMH determined that Health Research Incorporated is the sole source provider. Pursuant to New York State Finance Law, Health Research Incorporated (HRI) is designated as a Research Institute and membership corporation closely affiliated with NYSDOH whose purpose is to support, supplement or extend the functions and programs of NYS. This spoligotyping testing is only performed by the Wadsworth Center, Mycobacteriology Lab at NYSDOH. There are no other authorized providers for these services.

Vendors who believe they can legally provide these required laboratory services, are invited to submit and Expression of Interest directly to this RFI in PassPort- EPIN 81626Y0768, by 12/29/2025 no later than 2:00PM.
