This is a Notice of Intent, not a Request for Quotation (RFQ). No solicitation will be issued, and no quotations will be accepted.



The National Institutes of Health (NIH), Department of Perioperative Medicine, intends to award a firm-fixed-price sole source contract to:

Purpose:



The Department of Perioperative Medicine requires the procurement of various Karl Storz endoscopic instruments, including digital flexible cystoscopes, ENT rigid scopes, general rigid scopes, and flexible neuro-endoscopes. These devices are critical for supporting ongoing and upcoming surgical cases and are due for scheduled replacement under the Capital Equipment Replacement Cycle (CERC).



The department previously upgraded its endoscopy suite to Karl Storz’s digital platform. The new scopes must be compatible with the existing Karl Storz video towers and camera systems, which are currently maintained under a preventive maintenance contract. Procuring devices from an alternate vendor would necessitate the purchase of additional camera systems and render existing support infrastructure obsolete. To ensure clinical continuity, cost-efficiency, and standardization, Karl Storz remains the only viable supplier.

Karl Storz is the sole manfacturer capable of supplying equipment that is compatible with existing NIH-owned endoscopic systems. Procuring scopes from another manufacturer would require the purchase of additional camera systems, leading to significant additional costs and disruption to clinical operations. Furthermore, the department has existing inventory of supplies and accessories designed specifically for use with Karl Storz devices.



This acquisition is being processed under FAR Part 13 – Simplified Acquisition Procedures, specifically Subpart 13.106-1(b)(1), which authorizes sole source awards when only one source is reasonably available. As such, the competition requirements under FAR Part 6 are not applicable.



Response Instructions:



Interested parties who believe they can fulfill this requirement must submit a detailed capability statement addressing their ability to provide endoscopic devices that are fully compatible with the existing Karl Storz systems.



Note: This is not a Request for Proposal (RFP). Do not submit pricing or quotations. Only capability statements will be considered.
