REQUEST FOR INFORMATION (RFI)

Procurement Office: The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (MICC-YPG), is currently conducting market research to attempt to bolster government and industry coordination and partnership in supporting the Department of Public Works at the United States Army Yuma Proving Ground (USAYPG), AZ. This RFI is being issued to inquire about performing and servicing three (3) elevators located at the USAYPG, AZ.

The service contract consists of performing and servicing three (3) elevators located at USAYPG, AZ in accordance with the Performance Work Statement (PWS). The services include monthly preventative maintenance, annual certification by certified state technician, and infrequent emergency call outs.

Overview of services required:

• Provide monthly preventive maintenance and repair of three (3) elevators at USAYPG. Routine service shall consist of examination, minor adjustment, cleaning, and lubricating the equipment. All lubrication frequencies and types of lubricants will meet the manufacturer’s specifications.


• Provide monthly and annual inspection of elevators.


• Respond to emergency call outs when required.


• Provie annual elevator certification by certified state technician for all three (3) elevators.


• Preventive maintenance includes regular cleaning, all inspections, testing, routine service, and maintenance in accordance with ASME A17.1, A17.2, and A17.3.

Elevator Maintenance Period of Performance (PoP)

Base Year: 01 December 2025 through 30 November 2026

Option Year 1: 01 December 2026 through 30 November 2027

Option Year 2: 01 December 2027 through 30 November 2028

Option Year 3: 01 December 2028 through 30 November 2029

Option Year 4: 01 December 2029 through 30 November 2030

The Department of Public Works requires a contractor with the appropriate knowledge and understanding of elevator maintenance, inspection, and certification. Failure to maintain and perform these services will result in USAYPG operation disruptions, facility closures, and costly delays to USAYPG.

THIS REQUEST FOR INFORMATION (RFI) is solely for information and planning purposes. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Further, MICC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.

The Government is interested in any input from the industry as well as questions regarding the requirement. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.

INFORMATION: Proposed item to be supplied is anticipated to be classified under the following North American Industry Classification (NAICS) 561210 – Facilities Support Services, which was considered and selected as it comprises of establishments primarily engaged in providing operating staff to perform a combination of services within a client's facilities. Establishments in this industry typically provide a combination of services, such as janitorial, maintenance, trash disposal, guard and security, mail routing, reception, laundry, and related services to support operations within facilities. These establishments provide operating staff to carry out these support activities, but are not involved with or responsible for the core business or activities of the client. Establishments providing facilities (expect computer and/or data processing) operation support services and establishments providing private jail services or operating correctional facilities (i.e., jails) on contract or fee basis are included in this industry. The associated SBA size standard for the referenced NAICS is $47 million dollars.
