Description

Emerging Compounds Treatment Technologies, Inc., submitted a research proposal in response to the Broad Agency Announcement (BAA) N3943024S2000, for Need Topic #4, Technologies and Methodologies Addressing Emerging Chemicals, and Need Topic #5, Environmental Compliance. This BAA, seeking research and development proposals, utilizes the source selection procedures dictated at FAR 35.016(e) that: "the primary basis for selecting proposals for acceptance shall be technical, importance to agency programs, and fund availability." The BAA was advertised for full-and-open competition of research proposals to address the requirement statements, and proposals received in response to the BAA have now been evaluated for selection (Phase I) of those best-qualified for further evaluation. The vendor and contracting office negotiated final pricing via the issuance of a Request for Proposal, N3943025R2009 (Phase II).
