Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does not constitute a solicitation for proposals, bids, or quotes. The Government is not obligated to award a contract based on responses received.





Purpose: This Sources Sought Notice helps the Government identify potential sources for upcoming construction projects and assess the feasibility of using a Two-Phase Design-Build Selection Procedure (FAR Subpart 36.3).





Project Information: The Government seeks information from qualified and experienced contractors capable of completing projects similar in scope and magnitude to the project descriptions below. Contractors must demonstrate the ability to obtain the necessary aggregate and per-project bonding.





MAGNITUDE OF PROJECTS – Between $10,000,000 and $25,000,000 and $25,000,000 and $100,000,000





LOCATION – Kadena Air Base and partnering units on Okinawa, Japan, in support of 718th Civil Engineering Squadron (CES) and Directorate of Public Works (DPW), U.S. Army Garrison Okinawa.





ANTICIPATED SOLICATION PERIOD(s) – May 2025 to Jul 2025.





NOTE – Anticipated contracts will be performed in its entirety in the country of Japan. The successful Offeror must be licensed and registered to perform work in the country of Japan.

In accordance with FAR Part 4.1102 and DFARS 204.1103, Procedures, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov.







REPAIR WATERLINES AROUND AIRFIELD, PHASE II



Repair the existing water distribution mains by replacing the water mains along a new route within the roadway right-of-way to eliminate the distribution mains running through the flightlines. This amounts to approximately 38,400 linear feet of 16-in and 12-in new water mains. New fire hydrants will be installed along the proposed alignments in accordance with the UFC and NFPA requirements, providing water main connections onto existing distribution mains and service lines that feed the current facilities, and providing new pressure reducing valve systems to balance the water distribution network’s pressure and flows. Proposed repairs to lines running through the runways includes trenching to existing mains (abandon in place) and filling with flowable structural concrete, then backfill to existing grade with excavated material. Other existing mains will be abandoned in place. This project also includes SCADA to enable continual monitoring ensuring water quality is constant and meets requirements. A Cultural Assessment Survey will be conducted on all new water main routes. Sustainable principles, to include life cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200- 02.









FY25 DSN - REPAIR SOW OPS FACILITY, B3524



This project will repair the facility’s structural concrete spalling, roof, and mechanical and electrical systems. The concrete roof will be completely rebuilt, including an anchoring system and seismic improvements. Insulation will be installed on the interior side of the exterior walls and below the roof slab. The ventilation and air conditioning, electrical, and fire protection systems will be replaced throughout the building. Project also includes the patching and repair of concrete spalling, structural repairs to the concrete masonry unit load-bearing walls, replacement of interior doors, and repairs to finishes including gypsum and drop ceilings.



The roof and concrete beams as well as select foundation footings will be demolished; footing extensions and slab on grade improvements included where new or extended shear walls are required. Rooftop penthouses for mechanical equipment will be removed.





Project concept is 15% complete as of 05 September 2024.





Sustainable principles, to include life cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200-02.







REPAIR/CONVERT STEARLEY HEIGHTS TO ADMIN SWING SPACE, B2261



Repair Stearly Heights Elementary, B2261, to accommodate additional workstations and improve general condition IAW the completed Planning Charrette Report (PCR). Exterior work includes repairing roof drainage, replacing the roof elastomeric coating, installing an additional roof access ladder, repairing concrete spalling in the rooftop mechanical room, and repainting the wall. Interior work includes installing acoustical ceiling, applying ceiling thermal insulation, replacing interior finishes, reconfiguring rooms, incorporating a lactation room, and adding an electrical room to house more electrical and communication panels. Plumbing work includes replacing restroom fixtures with adult-sized fixtures, repairing clogs in sewer lines, and converting restrooms inside the classrooms into storage rooms. HVAC work includes replacing the entire HVAC system to balance the system for new office configurations, adding a dedicated outdoor air system, and updating the control system to integrate with the installation Control Logic system. Fire protection work includes installing a wet pipe fire sprinkler system and addressable fire alarm/mass notification system. Electrical work includes installing additional lighting fixtures, electrical outlets, and telecommunications infrastructure. One classroom will be converted into a secure room which will requires all construction to adhere to security requirement outline in ICD 705. The facility has tested positive for Asbestos-Containing Material (ACM) and Lead-Based Paint (LBP), which will require abatement in accordance with Government of Japan and Federal rules and regulations. Sustainable principles, to include life cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200- 02
