Hanford Mission Integration Solutions, LLC. (hereby HMIS or “Buyer”) acting under its contract with the
U.S. Department of Energy – Richland Operations Office (DOE-RL) located in Richland, WA, requests Offeror to
submit a proposal for a Firm Fixed Price type of subcontract to construct the L-888 Eastern Plateau Fire Station.
The winning proposal will be selected using a Technically Qualified, Meets Required Schedule, Best Value criteria.
The awardee must commit to Construction Substantial Completion on 2/9/2027, assuming an award date of 7/31/2025. If
the award date slips beyond the anticipated date, a work-day-for-work-day slip will be granted to the Construction
Substantial Completion date.
Construction Substantial Completion is defined as installation completed per the design media and a Construction
Completion Document (CCD) 1 for installation is approved by Hanford Mission Integration Solutions (HMIS). This
includes the completion of all Startup, Testing, and Commissioning activities. The CCD-1 may have a punch list that
contains minor administrative changes. HMIS and the awardee will discuss and document examples of a minor
administrative change. HMIS will have final authority to determine whether a punch list item is a minor administrative
change.
If the awardee does not meet the required Construction Substantial Completion date, they will have $13,250.00 per
calendar day late removed from the Contract Firm Fixed Price Award Value. Penalties will be capped at $410,750.00
