Naval Air Systems Command (NAVAIR) Patuxent River, MD, intends to negotiate and award a delivery order to Maritime Surveillance Associates (MSA) Inc., 2 Pegasus Street, Suite 1, Brunswick Maine 04011, to be issued under the follow-on procurement to Basic Ordering Agreement (BOA), reference N0001920G0003, currently being performed by MSA. The existing BOA will expire Q2 2025.
This order will be for the continued development of the Global Reconstruction and Measurement System (GRAMS) product to expand the usability of the systems for future sensor systems that will also contain elements of sustaining the software baseline to correct deficiencies found during testing. The software will be capable of providing recommendations for enhanced mission planning and also be capable of deep dive acoustic analysis for the extraction of ACINT. The software upgrades will be capable of interacting with existing models, equipment, and databases without interference. This contemplated contract will also contain elements of sustaining the software baseline to correct deficiencies found during testing and use of the software.
The anticipated period of performance of this action is 5 years and includes options. The anticipated award date is 14 November 2025.
NAVAIR intends to negotiate and award this delivery order utilizing other than full and open competition pursuant to the authority 10 U.S.C. 3204 (a)(1) and FAR 6.302-1,: Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.”
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all proposals received within fifteen (15) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
