GENERAL INSTRUCTIONS
Submissions must be in a sealed envelope clearly marked "Bid NO. 26-28 Autumn Road 1/2 Million Gallon Ground
Storage Tank Restoration" It is the sole responsibility of the Vendor to ensure the packet is received at the designated
location before the deadline.
A public reading of all timely responses will be held at the submission deadline at the City of Huntsville Service Center, 448
State Highway 75 North, Huntsville, Texas. All interested parties are invited to attend.
All questions concerning this solicitation should be directed to the Purchasing Department via email at
purchasing@huntsvilletx.gov.
RESPONSES
Vendors submitting a response do so entirely at their expense. The City has no expressed or implied obligation to reimburse
any individual or firm for any costs incurred in preparing or submitting a solicitation, providing additional information when
requested, or participating in any selection interviews.
QUALIFICATIONS OF RESPONDENTS
No prequalification of respondents is required. Before award of any contract can be approved, however, the City shall be
satisfied that the respondent involved: (1) maintains a permanent place of business, (2) has adequate personnel and
equipment to do the work properly and expeditiously, (3) has a suitable financial status to meet obligations incident to the
work, (4) has appropriate technical experience, and (5) can submit a satisfactory performance record. The City of Huntsville
has the final and sole decision to determine qualifications.
ADDENDAS
No interpretation of the meaning of the specifications of the solicitation will be made to any Vendor orally. Every question or
request for interpretation concerning this solicitation shall be directed to the Purchasing Department, in writing via e-mail at
purchasing@huntsvilletx.gov. All questions or requests for interpretation concerning the solicitation received after June 26,
2026 @ 10:00 A.M will be considered void and unacceptable.
A written addendum will be issued as a response and will be posted on or before July 1, 2026 @ 5:00 P.M. on the City of
Huntsville website, Public Purchase website, and Electronic State Business Daily website. All addenda so issued shall become
part of the contract documents, and receipt thereof shall be acknowledged in the space provided in this solicitation. It is the
responsibility of the Vendor to verify all addenda and interpretations.

OBJECTIVE
The objective of this solicitation is to restore the ground storage tank at 3391 Autumn Rd Huntsville, Texas. Rather than
focusing solely on the lowest price, the evaluation considers factors like product durability, vendor performance, availability,
and delivery, ensuring long-term efficiency, reduced downtime, and overall value for the organization.
TERM OF CONTRACT
This contract shall be effective from the date of award and will expire in sixty (90) calendar days unless otherwise
noted in the Notice of Award.
SELECTION AND AWARD
The City will award based on best value* meeting the requirements for this service. The City reserves the right to award the
most responsible and responsive bidder in the best interest of the City. If the awarded responder is unable to meet the
requirements of the City, services/products may be purchased from the next best available responder and continue until a
responder is found that can complete the requirements of the City. If the responder desires the City to consider an all or none
response, it must be stated on the price table. The City of Huntsville may award multiple responders meeting the
minimum requirements outlined in this solicitation.
The City reserves the right to reject the solicitation of any Vendor who is in violation of any City Ordinance. The City may
choose to negotiate a settlement of the ordinance violation as a condition of the solicitation award.
SCOPE OF WORK
1.00 COATING AND LINING OF POTABLE WATER STORAGE TANKS
1.01 General
* This specification shall provide for the surface preparation and coating and lining of the interior and exterior
surfaces of a potable water storage tank.
* All surfaces of the tank(s) and all associated piping, equipment, and supports are to be coated excluding aluminum,
nickel, copper, bronze, chromium, previously uncoated galvanized, stainless steel, rubber and fiberglass.
* This specification will constitute the minimum requirements. No changes or modifications will be permitted unless
prior written approval is obtained from the Purchasing Department issues a Change Order. If there are any conflicts
between this document and any referenced standards, this document takes precedence.
* The Vendor will be required to submit a quality control/quality assurance plan to demonstrate compliance with the
minimum requirements of this specification. The plan should provide for sufficient testing and observations needed
for warranty of the coating system.
* Vendor must provide all necessary manpower, supervision, materials, application, inspection, equipment,
dehumidification and ventilation, lighting, proper electrical grounding of equipment, shrouding, containment and
access to successfully and safely complete the job requirements.
* Vendor shall comply with all rules and requirements of the TCEQ. Specifically, control of air pollution and visible
emissions from particulate matter are to be done in accordance with Title 30, Texas Commission on Environmental
Quality, Texas Air Control Board Chapter III, Control of Air Pollution from Visible Emissions and Particulate Matter
Abrasive Blasting of Water Storage Tanks Performed by Portable Operations, 30 TAC 111.131 through 139.
* The Vendor shall comply with the Department of Labor Safety and Health Regulations for construction,
promulgated under the Occupational Safety and Health Act of 1970 (PL 91-596) and under section 107 of the
Contract Work Hours and Safety Standards Act (PL 91-54), and updated laws and acts. Compliance with OSHA
Standards per 29 CFR 1926 and 29 CFR 1910 is to be enforced by the VENDOR.
* Requirements for handling, testing and disposal of all generated hazardous and non-hazardous waste shall be in
accordance with SSPC-PA Guide 3 and Coating Manufacturer's Material Safety Data Sheet.
* 3rd Party Inspectors, Engineer, Material Suppliers and representatives of Federal, State and local agencies,
directly or indirectly involved with the project, shall have access to the work, whatever it is, in preparation or
progress, and the Vendor shall provide proper facilities for such access and inspection.

* The scope of work addresses possible lead conditions and other regulated contaminants. The Vendor will be
required to contain and dispose of waste materials in accordance with all applicable federal, state, and local
regulations and the requirements of this specification. The Vendor shall not be entitled to additional compensation
for efforts necessary to contain and dispose of waste as identified in the scope of work.
* The inspection report included in this document must be properly and completely filled out daily by an on-site
Vendor employee or approved representative and submitted to the paint supplier and the City on a weekly basis. A
current NACE Level I Inspector Certification is not required by the Vendor.
* Vendor to provide daily site clean-up.
* Vendor to provide for repairs to tank and appurtenances and/or other structures on the site as described in the
scope of work.
* The Vendor is to provide adequate explosion proof lighting, for a "shadow free" environment.
* Upon final acceptance for all coating and linings work, and proper cure, the Vendor must disinfect the interior of the
tanks, with a City approved method.

1.02 Submittals
The awarded Vendor must submit a detailed plan for implementation and execution for this project, before beginning work.
* The overall plan ensures that all applicable safety processes are in place at all times.
* A list of the equipment necessary to complete this project, along with verification that all equipment is in proper safe
working condition, before moving on site. Equipment shall have properly functioning regulators and pressure
gauges.

* A plan to be submitted jointly with supplier, detailing on-going quality control processes to meet specifications for
the surface preparation and application of all coatings.
* The latest PDS & MSDS sheets of all paint, solvent, and blasting materials must be submitted to the City and be on
site.
* A detailed plan to provide continuous ventilation and dehumidification for the internal tank lining, with a maximum of
50% relative humidity, from the start of surface preparation through final lining cure. Include Supplier's specific
ventilation requirements for products used on interior surfaces. Ventilation requirements shall be provided to ensure
adequate evacuation of solvents to prevent solvent entrapment, worker exposure to solvents above the OSHA PEL
and provide for timely coating system cure. Equipment capacity must be sized and stated per NACE Publication
6A192.
* The type of abrasive to be used, and that it is capable of generating the specified blast profile and type, minimize
worker exposure and applicable quality control testing.
* A detailed plan for monitoring including soil and air protection measures and worker protection, including name of
laboratory for testing and monitoring, training and certification of workers and the Vendor's competent person.
* A detailed plan for the proper removal, handling and disposal of any lead based coatings or linings.
* Confirmation that Vendor has obtained all permits necessary to complete the surface preparation and coatings
work designated for this project, including removal, handling and disposal of used abrasive, hazardous and/or toxic
waste materials. For blasting and painting water storage tanks, the Vendor shall perform work in compliance with
Title 30., Texas Commission on Environmental Quality, Texas Air Control Board Chapter III., Control of Air Pollution
from Visible Emissions and Particulate Matter Abrasive Blasting of Water Storage Tanks Performed by Portable
Operations, 30 TAC 111.131 through 139, latest revisions.
* A detailed plan to protect the surrounding area, including but not limited to, persons, property, vehicular traffic, any
area rotating equipment, gauges, and the drainage systems from over-blast, contaminants, spent abrasives and
paint overspray, and provisions for repair of damage in a timely manner, in the submittal.
* Supplier's statement of conformance with ANSI/NSF 61 (NSF International) requirements for use on potable water
tank interior surfaces.
1.03 Preparation
* Provide for repairs to tank structural elements and appurtenances as described in the scope of work.
* Provide for pretesting as specified in the scope of work.
1.04 Containment
* The Vendor shall provide a containment system which allows for the containment of the environmentally sensitive
waste, dust and paint over spray that will be generated during the blasting and paint operations.
* When a tank is to be rehabilitated and the coatings to be removed contain lead, containment shall at a minimum
conform to the requirements of TCEQ Texas Air Control Board Regulation I, 30 TAC Chapter 111 Sections 131
through 139 and meet the performance requirements of SSPC Guide 7 - Guide for the Disposal of Lead-
Contaminated Surface Preparation Debris. Vendor to provide for competent person on-site at all times during lead
abatement operations. The competent person shall have training and knowledge to recognize problems and the
authority to halt operations until the problem is corrected. Vendor to provide for monitoring for worker exposure in
conformance with OSHA requirements. Vendor to provide for ambient monitoring as specified by Method D - EPA
Ambient Monitoring for Toxic Metals. Vendor to determine the Adjusted Daily Allowance, based on his work
schedule, and provide to the City. Three samplers shall be provided, generally placed upwind, downwind and near
entry of containment. Final placement shall be determined in the field based on site conditions.
* If the Vendor elects to wet abrasive blast or vacuum abrasive blast, and roller apply or brush-on coatings, the
containment system requirements, if any, shall be submitted to the City. However, impervious ground coverage
shall be used at all times.
* Containment system proposed by the Vendor must assure the protection of the surrounding environment and must
provide sufficient protection to meet: TCEQ Texas Air Control Board regulations for the Control of Air Pollution and
Visible Emissions of Particulate Matter; Texas Water Commission regulations applicable to protection of the soil
and water; and SSPC-PA Guide 3 and SSPC Guide 6.

* Construct containment system with wind screens of a minimal shade factor as specified in the Submittal, or as
required below, with no emission from edges, rips, or tears. The containment system must be designed for the
purpose of containing and controlling emissions, debris and protecting the air, ground and soil from contaminants
resulting from lead paint removal, surface preparation and painting operations.
* The containment system shall provide a safe working environment and provide for control of emissions as required
in SSPC-PA Guide 3.
* For rehabilitating an existing tank, a Containment System meeting the requirements of an SSPC Class 2
containment, per SSPC Guide 6 (CON), shall be employed when lead containing paint is to be removed by
abrasive blast cleaning methods.
* The containment materials must provide for performance which will comply with the following:
* Protection of the environment, including air, water and soil, from abrasive blast media, process water, dust particles
and paint debris.
* Air movement within containment.
* Secure edges and seams.
* Permeable to natural lighting, unless alternate lighting is to be provided.
* Tarp overlap to provide for maximum containment of spent debris.
* The containment system shall be maintained free of defects through the course of the project. In the event that
emissions or releases occur which exceed the requirements established in SSPC-PA Guide 3, work shall be
stopped until all defects are repaired.
* Prior to installation the containment system design must be submitted and reviewed by the City. In addition, for
work on water storage tanks, the containment enclosure shall be designed to be raised and lowered within 15
minutes to prevent damage to the enclosure, the tank, personnel, and excessive loading to the tank and tank
appurtenances in the event of high winds and foul weather. Provide limits for use of containment (wind speed, rain,
etc.).
* Membranes that are impervious to the abrasive blast media, paint debris dusts, and process water shall be placed
on the ground around the tank to prevent contamination of the ground storm waters and surface waters due to run-
off. The debris must be contained within 30 feet of the base of the tank.
* Prior to any changes or modifications in the containment system during the course of the work, proposed changes
and modifications must be submitted in writing and reviewed by the City. The submittal shall address the
operational and technical reasons for containment modifications.
1.05 Environmental Requirements for Application
* Tank Interior - Humidity and Temperature
1. During abrasive blast cleaning and painting operations, the relative humidity of the interior air shall not
exceed fifty percent (50%). Relative humidity shall be measured by a sling psychrometer or other
appropriate psychometric measuring equipment.
2. The interior air temperature and temperature of surfaces to be coated shall be between 50_F and 120_F
and at least 5_F above the dew point or as otherwise required by the manufacturer.
3. The Vendor shall achieve the required conditions for interior air conditions through the use of
dehumidification equipment.
4. Proposed dehumidification equipment must be submitted for review by the City. Provide a minimum of
three air changes per hour unless dehumidification equipment manufacturer's calculations substantiate
fewer air changes.
5. The dehumidification equipment shall supply dry, fresh (not recirculated) air within 12 inches of the tank
bottom from a system of duct work and blowers. This ventilation system shall operate 24 hrs/day
throughout the entire coating cure process.
6. Dehumidification shall be maintained until abrasive cleaning operations, coating operations and cure are
complete, but not less than ten (10) days.
7. Dehumidifying equipment will not be required if atmospheric conditions allow the Vendor to comply with
the temperature and humidity requirements and coating manufacturer's specifications.
* Tank Exterior - Humidity and Temperature
1. No coating shall be applied to wet or damp surfaces, or in rain, snow, fog or mist.

2. No coatings shall be applied when it is expected that the ambient air temperature will fall below 50oF or
within 5oF of the dew point within 6 hours after application of coatings or paints.
3. No coating shall be applied when the relative humidity is exceeded as specified in the coating
manufacturer's product data sheet. Relative humidity and dew point shall be measured by use of a Sling
Psychrometer in conjunction with US. Department of Commerce Weather Bureau Psychometric Tables. If
the above conditions are exceeded, coating or painting operations shall be delayed until conditions are
favorable.
4. The ambient conditions and surface temperature of the surfaces being coated must be between 50oF and
120oF. The surface temperature shall be at least 5oF above the dew point or within the manufacturer's
recommendations. During application of urethane coatings the maximum surface temperature shall be
100oF.
1.06 Surface Preparation
* Abrasive blast products to be used on this project shall conform to the Society for Protective Coatings (SSPC)
Abrasive Specification No. 1. "Mineral and Slag Abrasives", except that copper slag will not be permitted. Abrasive
blast product submittals shall include, but not be limited to, the following:
1. Manufacturer's certification or laboratory analysis that the product proposed contains less than 1% Free
crystalline silica.
2. Laboratory analysis of blast material presenting results of blast material testing as required in SSPC-AB 1,
Table 1 requirements for Chemical and Physical Properties of Abrasives, except that the conductivity test for
water soluble contaminants in accordance with ASTM D-4940 shall not exceed 500 microsiemens
(micromhos).
3. Material Safety Data Sheets.
4. Composition, mesh size, and bulk density.
5. Estimated quantities of each product required to complete the project and recommended application nozzle, air
requirements, and pressure. Compressors shall be capable of providing a minimum of 90 psi at the blast
nozzle(s) and shall provide clean air that is free of moisture and oil through oil and moisture traps. Water blast
abrasive units shall be capable of 200 CFM at the blast nozzle(s) and shall provide a thoroughly mixed spray.
* Check for contaminants in the compressed air supply prior to blasting, per ASTM D4285-83 (reapproved 2006).
* Prior to all blasting, all visible contaminants must be removed and meet the standards defined in SSPC- SP1.
* Internal Systems - Steel Blasting
1. Carbon steel surfaces shall be prepared to a minimum near-white metal surface cleanliness in accordance with
SSPC-SP10/NACE #2, An angular profile of 2.0 to 3.0 mils as per ASTM D 4417, Method C or NACE Standard
RP0287 is required
2. A Near White Blast cleaned surface, when viewed without magnification, shall be free of all visible oil, grease,
dirt, dust, mill scale, paint, oxides, corrosion products, and other foreign matter, except for staining. Staining
shall be limited to no more than 5 percent of each square inch of surface area and may consist of light
shadows, slight streaks, or minor discolorations caused by stains of rust, stains of mill scale, or stains of
previously applied paints.
3. Pitted areas on the tank interior shall be repaired by either filling with Tnemec Series 215 Surfacing Epoxy or
Tnemec Series FC22 Epoxoline (floor) or by welding. Epoxy filler shall be feathered smooth. Filler shall be
applied after the primer but prior to the application of the finish coat. No protrusions or spatter will be allowed.
Pits deeper than 1/8" shall be filled by welding. Pits repaired by epoxy shall be subsidiary to liner. Pits repaired
by welding shall be confirmed by the City and paid as part of the labor indicated in price chart.
* External Systems - Steel Blasting
1. Carbon steel surfaces shall be prepared to a minimum of SSPC-SP6/NACE #3, the An angular profile of 1.5 to
2.5 mils as per ASTM D 4417, Method C or NACE Standard RP0287 is required
2. A Commercial Blast cleaned surface, when viewed without magnification, shall be free of all visible oil, grease,
dirt, dust, mill scale, paint, oxides, corrosion products, and other foreign matter, except for staining. Staining
shall be limited to no more

i. than 33 percent of each square inch of surface area and may consist of light shadows, slight streaks, or minor
discolorations caused by stains of rust, stains of mill scale, or stains of previously applied paints.
* All surface defects revealed by the blast cleaning process, shall be ground, filled, or treated in the appropriate
manner.
* Welds must be ground to a smooth, rounded shape, removing all buckshot, bb's, imperfections and sharp edges.
* Check the blast profile per NACE RP0287-2002, and re-prep as necessary to meet the requirements.
* Check for soluble salts and contamination (with Vendor selected product), per SSPC Technology Guide 15, and
repeat surface preparation steps as necessary to meet International Paint materials requirements.
* SSPC-SP7/NACE 4 - Brush-Off Blast Cleaning
1. Brush-off blast cleaned surface, when viewed without magnification, shall be free of all visible oil, grease,
dirt, dust, loose mill scale, loose rust, and loose coating.
2. Tightly adherent mill scale, rust, and coating may remain on the surface. Mill scale, rust, and coating are
considered tightly adherent if they cannont be lifted with a dull putty knife.
* SSPC-SP11 - Power Tool Cleaning
1. Power tool cleaning to produce a bare metal surface and retain or project a profile.
2. Metallic surfaces, when viewed without magnification, shall be free of all visible oil, grease, dirt, dust, mill
scale, rust, paint, oxide, corrosion products, and other foreign matter.
3. Slight residues of rust and paint may be left in the bottom of pits if the original surface is pitted.
* SSPC-WJ-4/NACE WJ-4 - Water Jetting
1. Pressure wash all surfaces to be coated using a solution of hot water and detergent with a minimum of
4,000 psi and a minimum flow rate of 3.0 gallons per minute with a zero-degree rotating nozzle to remove
all oil, grease, chalk, dust, dirt and other contaminants.
2. For mildewed surfaces, add chlorine bleach and allow solution to dry on the surface. Rinse all surfaces
with clean water. Clean all failed and rusting areas as per SSPC-SP3 Power Tool Cleaning, taking care to
not burnish the surface. Feather all edges smooth. Spot prime with Tnemec Series 118 Uni-Bond Mastic
applied at 6.0 to 8.0 dry mils.
* The prepared surfaces must meet the standards listed above during application of the coatings and linings.
1.07 Coating and Linings
Follow the latest technical data from the coating supplier's for mixing and thinning procedures, application limits, application
procedures, recoat times, and curing schedules.
* High-pressure water wash as necessary to eliminate any contamination between coating's applications.
* Properly store and handle materials according to manufacturer's requirements and in compliance with applicable
government regulations.
* All subsequent coats, including stripe coat, must be of different color. Finish coat color shall be as selected by the
Owner.
* NOTE: All interior coating products subject to contact with potable water shall meet the requirements of the
National Sanitation Foundation (NSF) Standard 61 and shall be applied in strict conformance with the
manufacturer's recommendations.
The following paint system is required. The Vendor shall verify that the paint system used complies with said NSF Standard
61.

* Application Requirements
1. Primer coat: Apply by brush and roller or spray to a WFT sufficient after curing to result in a DFT as
specified above. Color to contrast intermediate coat, but of same family. Apply intermediate coat after
overnight cure or as recommended by paint manufacturer.
2. Intermediate coat: Apply by brush and roller or spray to a WFT sufficient after curing to result in a DFT as
specified above. Color to contrast primer and finish, but of same family.
3. Finish coat: Apply by brush and roller or spray to a WFT sufficient after curing to result in a DFT as
specified above. Color as selected by owner.
4. Total DFT of outside coating shall be summation of layer DFT coating requirements.
5. Intermediate coat must be top coated within 8 days.
6. Tinting may be necessary to assist in application and inspection of the second and third coats. Tinting is
permissible provided the tinting material is furnished by the paint manufacturer and mixed in strict
accordance with the manufacturers' recommendation.
7. Imperfections or any blushing shall be repaired as directed by the City at the Vendor's expense.
* Painting Materials
The following manufacturers may supply paint for each of the systems described in this specification, pending final
paint system approval:
1. TNEMEC Protective Coatings.
2. "Approved Equal" Manufacturer - as approved by City.
* The Vendor is responsible for selecting a particular paint that will comply with all of the requirements of this
technical specification. Reference standards are provided and final acceptability of paint systems will be through
the submittal process.
* Painting materials are to be supplied in accordance with AWWA D-102-78 Standard outlining: Containers, labels
and product information.
* The Vendor must submit with his solicitation the manufacturer's product number he has selected for each of the
painting systems. It is not permissible to use different manufacturers within any one system.
* The Vendor must use and may be requested to furnish written certification by the Owner, only paints and materials
for all interior surfaces that conform to U.S.D.A., EPA, and/or F.D.A. regulations for potable water service.
* The paints and materials selected for the entire tank must also conform to all air pollution control agencies
requirements. This not only includes present application but also future removal of the materials. Owner may
require written certification by the manufacturer that these selected materials do meet these regulatory
requirements.
* NSF /ANSI Std. 61 Approved Flexible Caulking: Caulking shall be flexible, and NSF approved for use in contact
with potable water and compatible with the epoxy lining system used in the tank. Apply Sika-Flex 1A, or equal, to all
joints that are not seal welded after the coatings have been applied and properly cured.
