The Government of Saskatchewan (GOS) on behalf of the Ministry of Education (EDU), Student Achievement and Supports Branch, intend to contract with Francophone Literacy Expert, Hélène Préfontaine, on the basis that they are the only supplier able to provide the Francophone Literacy Program that meets EDU's requirements for this procurement.
