Project Description: Uniontown's city requests proposals from consultants to establish a Blight Remediation Plan. The City of Uniontown has been awarded the Commonwealth of Pennsylvania Department of Community and Economic Development's Community Finance Agency (CFA) program funds to prepare a Blight Remediation Plan. As the City of Uniontown continues to improve and seeks to address blight, City officials will need access to helpful information regarding blighted properties. In order to develop a comprehensive strategy to address blight, its nature and extent will be understood through a citywide inventory of blighted properties.
A comprehensive inventory of blight will be created using the powerful iWorq management software. This software, with its blight inventory/condition assessment connected to an online mapping and management tool, will empower municipal officials to access the blight inventory at any time. With the iWorq software, users will have the ability to access information online with the potential option to query to review a properties condition history and filter map data as questions arise, or as needs and circumstances change.
Due to the grant spending deadline, the project timeline is aggressive. Proposals are due November 15, 2024, and the project is expected to begin within two to three weeks of consultant selection and end within six (6) months. To provide more explanation of the project, and answer questions, a mandatory Pre-Proposal Meeting will be held virtually on Monday, November 4 at 10 AM

Proposals can be obtained at no cost on PennBid at https://pennbid.bonfirehub.com/. Proposals must be submitted electronically via PennBid by the date and time indicated. Questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid. Responses to questions which require changes to the Documents will be issued by the Authority and posted within PennBid’s Public Notices and “Supporting Documentation”. Bidders who have registered with and downloaded documents from PennBid will be notified by email when an addendum or update has been posted. Qualifications will be opened, reviewed, and scored. Interviews may be conducted. A consultant will be selected at the Redevelopment Authority meeting on November 20. 2024.
