Tulsa Public Schools (“TPS”, “district”) is inviting proposals from qualified service providers interested,
capable, and qualified to provide Internet Services in accordance with the terms and conditions detailed
herein.
Proposals will be accepted until 11:30 a.m. CST on Thursday, December 1, 2025. Proposals received after
this time will not be accepted. Two (2) original hard copies and one (1) electronic copy on a USB drive (no
CD or DVD’s) must be submitted by mail.
No award will be made until the Tulsa Public Schools committee has had sufficient time to evaluate the
proposals. Tulsa Public Schools reserves the right to contract in the best interest of the district.
Proposals received after the proposal deadline, spam, and/or automated responses via email will not be
considered valid proposal responses and will be disqualified from consideration.
Responses must be sealed and marked on the lower left-hand corner with the proposal name and number,
SPIN ID, opening date and time. Address, mail or deliver all proposals and accessory documents to:

Proposal Specifications and Requirements
1. PURPOSE: Tulsa Public Schools (“TPS”, the “District”) wishes to contract with an E-Rate eligible vendor to
provide dedicated broadband Internet services to the district in accordance with the technical specifications set
forth in this Request for Proposal (“RFP”). E-Rate Participation Required. All respondents must agree to
participate in the Universal Services Fund Schools and Library Program (“E-Rate”). It is the intent of the district
to file an E-Rate application for Funding Year 2026-2027 and subsequent years under contract for the products
and services included in this Request for Proposal. The start of service is not dependent on receipt of E-Rate
funds; however, the proposer understands and accepts that the district will request reimbursement from USAC
using the service provider invoice (“SPI”) method once the Funding Commitment Decision Letter is received. Full
implementation of the project may be dependent upon receipt of E-Rate funding and other factors unknown to
the district at this time.
1. PROFILE: TPS is the second largest school District in the State of Oklahoma. The District contributes
significantly to the economic base of the area, employing approximately 5,419 employees. Approximately 33,617
students are enrolled at 78 school sites supported by approximately 15 alternative/administrative sites.
2. PERIOD OF CONTRACT PERFORMANCE: The period of performance for goods and/or services received
subject to this solicitation and any resulting contract shall be from July 1, 2026, through June 30, 2027, to include,
at the option of TPS, four (4) additional annual renewal periods. Any multi-year proposal must provide for
extending or abbreviating the contract period if such extension or abbreviation is necessary to make the contract
term end on June 30 of the applicable E-Rate program year.
1st renewal July 1, 2027 to June 30, 2028
2nd renewal July 1, 2028 to June 30, 2029
3rd renewal July 1, 2029 to June 30, 2030
4th renewal July 1, 2030 to June 30, 2031
3. CONTRACT ADMINISTRATOR: The following individual shall serve as the monitor of the conditions of the
contract and shall work directly with the contractor on a regular basis in scheduling and coordinating
performance of services, answering technical questions in connection with the scope of work, and providing
general direction under the resulting contract: Mr. Ben Tippin, Director of Client Services.
4. E-RATE CONSULTANT: The District has engaged the services of Kellogg & Sovereign Consulting (KSLLC) to
assist with E-Rate filing and compliance. KSLLC may request information directly from the vendor(s) as needed
for completion of E-Rate program filings and information requests.
5. QUESTIONS REGARDING THE RFP: Submit any technical issue and specification questions pertaining to
this RFP to the Purchasing Department via email at RFP@tulsaschools.org by the due date and time listed above.
Include a return phone number and e-mail address and specifically reference the section of the proposal in
question. All questions must be submitted in writing. Questions and answers will be addressed in the form of an
Addendum to the RFP and published on the TPS website in order for them to be available to all and avoid any
unfair advantage. These guidelines for communication have been established to ensure a fair and equitable
evaluation process for all respondents. Any attempt to bypass the above lines of communication may be
perceived as establishing an unfair or biased process and could lead to disqualification as a potential supplier.
6. SPECIFICATIONS: The purpose of this proposal is to select a qualified Internet Service Provider company
to provide TPS with dedicated broadband Internet service that will connect to a Wide Area Network (WAN) in
order to provide Internet service to all district schools and administrative sites.
Current configuration:
TPS’ network consists of two data centers connected to the district sites by a high bandwidth wide area network
as shown in the following diagram. The district currently has Broadband Data Connections: two circuits at 20GB,
three circuits at 10GB, twenty-two circuits at 5GB, thirty circuits at 3GB, and twenty-four circuits at 1GB.
