A. PURPOSE
The Downtown Development Authority of the City of Newnan, Georgia is seeking Statements of
Qualifications from qualified professional firms to conduct a Downtown Pedestrian Safety,
Walkability, and Multimodal Transportation Study for the downtown district. The purpose of
this study is to evaluate existing transportation and pedestrian conditions, identify safety
concerns and barriers to walkability, and develop data-driven, implementable recommendations
that improve pedestrian safety, accessibility, and multimodal connectivity while supporting
downtown economic vitality.
B. GENERAL INFORMATION AND SCHEDULE
This RFQ has been issued on March 2, 2026.

Selection for the award of this contract will be conducted through a two-step qualifications-
based process.
The first step will consist of a review and evaluation of submitted Statements of Qualifications
based on the firm’s demonstrated experience, technical expertise, and capacity to perform a
Downtown Pedestrian Safety, Walkability, and Multimodal Transportation Study of similar
nature, magnitude, and complexity. Principal evaluation factors will include past performance on

pedestrian safety, walkability, transportation planning, and downtown or urban corridor studies,
particularly in environments that include state routes or complex multimodal conditions.
The second step will involve short-listing the most qualified firms for a formal interview process.
Firms selected for interviews will be required to submit a fee proposal at the time of, or in
conjunction with, the interview.
All qualification requirements must be met, or be capable of being met, by the responding firm.
Failure to meet these requirements may result in the Statement of Qualifications being deemed
nonresponsive.
Statement of Qualifications Format
The response submittal shall be no more than 33 single-sided 8½-inch x 11-inch pages, not
including dividers, and shall consist of the following:
I. Title Page and Table of Contents (2 pages)
II. Letter of Interest (1 page)
Provide a summary of the firm’s interest in the project, understanding of the study objectives,
and overall qualifications to perform the services anticipated by this Request for Qualifications,
including experience with pedestrian safety, walkability, and multimodal transportation planning
in a downtown or urban context.
III. Experience and Qualifications (10 pages maximum)
1. Provide an overview of the firm, including organizational structure, areas of practice, and
a brief history.
2. Describe the firm’s experience, expertise, and capabilities to perform the services
anticipated by this Request for Qualifications, including representative experience with:
o Pedestrian safety and walkability studies
o Multimodal transportation planning
o Traffic safety and data-driven analysis
o Downtown, historic, or mixed-use districts
o Projects involving coordination with state departments of transportation (GDOT
or similar), where applicable
3. Identify key personnel who would be assigned to this project and describe each
individual’s education, certifications, experience, and qualifications relevant to pedestrian
safety, transportation planning, and urban or downtown environments. Indicate the
degree of availability of each identified individual for this project.
The project team shall include, at a minimum, a licensed professional engineer,
transportation planner, urban designer, or similarly qualified professional with
direct experience in pedestrian safety and multimodal transportation studies.

IV. Relevant Project Experience & References (20 pages maximum)
Provide at least five (5) examples in which the firm and/or key personnel provided services
similar to those anticipated by this Request for Qualifications. For each example, include:
Project name and location
Description of the work performed and relevance to this study
Role of the firm and key personnel
Outcomes or implemented recommendations, if applicable
Client name, title, email address, and phone number for a reference
Graphics, maps, diagrams, or exhibits may be included to illustrate study findings, analysis, or
recommendations
Issuance of this RFQ does not constitute a commitment on the part of the City of Newnan to
award a contract pursuant to this RFQ. The City of Newnan reserves the right to reject any and
all Statement of Qualifications submitted in response to this RFQ, in whole or in part, and to
award a contract pursuant to this RFQ or cancel this RFQ if it is considered to be in the best
interests of the City of Newnan. The City of Newnan further reserves the right to make changes
to this RFQ at any time by issuance of written addendum/addenda, amendment(s) or
clarification(s).
Written responses to all written inquiries received by 2:00 PM ET, March 27, 2026 will be e-
mailed to all firms on record with the City of Newnan, Georgia as having been issued the RFQ on
or before April 1, 2026. No other City staff or officials associated with the Project should be
contacted regarding this RFQ. Doing so may result in disqualification.
C. BACKGROUND
The Downtown Development Authority (DDA) of the City of Newnan is committed to
enhancing pedestrian safety, walkability, and multimodal connectivity within the downtown
district in order to support economic vitality, accessibility, and quality of place. Downtown
Newnan serves as a regional destination for commerce, dining, events, and civic activity,
resulting in significant pedestrian activity and interaction with vehicular traffic.
The downtown district is traversed by two state-designated highways under the jurisdiction of
the Georgia Department of Transportation (GDOT). These corridors function as key regional
routes while also serving as main streets within the downtown, creating unique safety,
circulation, and design challenges for pedestrians, bicyclists, motorists, and transit users. The
DDA recognizes the need for a comprehensive, data-driven evaluation of existing conditions and
targeted strategies to improve safety and walkability within these constraints.
The objectives of this study include:
Evaluate existing pedestrian, bicycle, vehicular, and transit conditions within the
downtown district, with particular emphasis on safety, accessibility, and multimodal
conflicts.
Analyze available data, including crash history, traffic volumes and speeds, pedestrian
activity, and land use patterns, to identify priority safety concerns and opportunity areas.

Engage key stakeholders to understand user experiences, safety perceptions, and
operational challenges affecting downtown mobility.
Identify and prioritize practical, implementable solutions that improve pedestrian
safety and walkability while supporting downtown activity and economic development.
Develop short-, medium-, and long-term recommendations that are feasible within a
historic downtown context and compatible with GDOT requirements for state routes.
Provide an implementation framework that includes conceptual improvements, order-
of-magnitude cost estimates, potential funding sources, and phasing strategies.
D. EVALUATION CRITERIA
Evaluation of Statements of Qualifications will be based on the following criteria for a total
possible score of 100 points:
1. Relevant Experience and Past Performance (30 Points)
Evaluation of the firm’s demonstrated experience with projects of similar nature, scope, and
complexity, including:
Pedestrian safety and walkability studies
Multimodal transportation planning
Downtown, historic, or mixed-use environments
Projects involving coordination with state departments of transportation (GDOT or
similar), where applicable
Emphasis will be placed on the firm’s ability to deliver data-driven analysis and implementable
recommendations.
2. Project Team and Staffing Plan (25 Points)
Evaluation of the qualifications, experience, and availability of the proposed project team,
including:
Identification of a Project Manager who will serve as the primary point of contact and be
responsible for project delivery
Relevant education, certifications, and experience of key personnel
Experience of team members on similar pedestrian safety or transportation planning
projects
Clarity of roles, responsibilities, and level of involvement for each team member
3. Project Approach and Understanding (25 Points)
Evaluation of the firm’s understanding of the project scope, downtown context, and study
objectives, including:
Proposed approach to data collection, analysis, and stakeholder engagement
Understanding of pedestrian safety challenges in downtown environments, including state
highway corridors
