Description

This notice is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, as deviated by the Revolutionary FAR Overhaul class deviations. This announcement constitutes the only solicitation. Offers are being requested and no separate written solicitation will be issued; the solicitation document attached to this notice is part of this announcement.



This notice is being issued as a Request for Proposal under solicitation number 80ARC026R0007 for commercial aviation services in support of NASA airborne science. NASA Ames Research Center intends to award a single-award, firm-fixed-price, indefinite-delivery indefinite-quantity contract for the provision, modification, and operation of a ski-equipped survey aircraft in a science configuration, including flight crew, maintenance, and insurance; support for integration, operation, and deintegration of the Snow4Flow instrument suite; and check, transit, and science flight operations for Arctic geophysical survey campaigns planned in the 2027 through 2029 timeframe. The maximum ordering value is $9,000,000.00 over a four-year ordering period from the date of award, plus a six-month option to extend services under FAR 52.217-8. The guaranteed minimum is $75,000.00. Services are ordered by firm-fixed-price task orders. Task Order 0001 will be issued concurrent with contract award.



The provisions and clauses in this Request for Proposal are those in effect through FAC 2026-01 and the Revolutionary FAR Overhaul class deviations.



This acquisition is unrestricted. No set-aside applies.



The NAICS Code and Size Standard are 481219 and $25.0 million, respectively. The offeror must state in their offer their size status for this acquisition.



All responsible sources may submit an offer which must be considered by the agency.



Performance is at the Contractor's facilities and at deployed operating locations specified in individual task orders, anticipated to include Alaska (United States), the Yukon Territory and the Canadian High Arctic (Canada), Svalbard (Norway), and Greenland (Kingdom of Denmark). No performance occurs at a NASA installation. Data deliverables are provided free on board (FOB) Destination in accordance with the Contract Data Requirements List.



Offers for the services described above are due by 5:00 PM Pacific Time on August 14, 2026, by email to joshua.d.taggart@nasa.gov, and must comply with the Addendum to FAR 52.212-1 (DEVIATION) in the attached solicitation. Offers must include the solicitation number, proposed delivery/performance schedule, discount and payment terms, warranty duration (if applicable), the offeror's taxpayer identification number, identification of any special commercial terms, and must be signed by an authorized company representative.

Offerors must provide the information required by FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services (Nov 2025) (DEVIATION), which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: Addendum to FAR 52.212-1 (DEVIATION), Proposal Submission Instructions, set forth in the attached solicitation.



FAR 52.212-3 and FAR 52.212-5 are Reserved under the Revolutionary FAR Overhaul class deviations and do not apply to this acquisition. Offeror representations and certifications are completed in the System for Award Management and are incorporated by paragraph (u) of FAR 52.212-4 (DEVIATION). Offerors must be registered in the System for Award Management at the time of offer.



FAR 52.212-2, Evaluation - Commercial Products and Commercial Services (Nov 2025) (DEVIATION), applies. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest-priced, technically acceptable offer. The evaluation factors are Factor 1, Technical Acceptability, rated Acceptable or Unacceptable, and Factor 2, Price, as set forth in the attached solicitation. There are no tradeoffs and no credit is given for exceeding acceptability standards.



FAR 52.212-4, Terms and Conditions - Commercial Products and Commercial Services (Nov 2025) (DEVIATION), is applicable. Addenda to FAR 52.212-4 are as follows: Addendum to FAR 52.212-4 (DEVIATION), set forth in the attached solicitation.



Additional contract requirements, terms, and conditions are set forth in the attached solicitation and its attachments: Attachment J-1, Statement of Work; Attachment J-2, Contract Data Requirements List and Data Requirements Descriptions; and Attachment J-3, Pricing Tables. Task Order 0001 Attachments 1 through 3 (Statement of Work; Contract Data Requirements List; Payment Milestone Schedule) are included in this solicitation and will be incorporated into Task Order 0001 at award.
