Scope of Services
The Orlando Utilities Commission (OUC) seeks consulting and implementation support from qualified consultants to engage the community in the update of Orlando Utilities Commission’s (OUC’s) Electric Integrated Resource Plan (EIRP), as detailed in Attachment A: Scope of Work Services. The objective of this solicitation is to select one (1) or more consultants capable of delivering the specified services.
The EIRP will guide OUC’s future planning and development to meet the energy needs of OUC’s customers through 2050, with operational emphasis on achieving 2030 and 2040 objectives. The selected proposer will work alongside OUC staff, EIRP technical consultants and the public through the development process and outreach process which will include multiple iterations to reach an approval by the end of 2026.
OUC, established in 1923, operates the most diverse power generation portfolio in Florida. As the 14th largest municipal utility in the United States, OUC continues to expand its investment in clean energy to meet the growing needs of its customers across Orlando, St. Cloud, and unincorporated areas of Orange and Osceola Counties.
In February 2020, OUC became the first Florida utility to commit to achieving Net-Zero carbon dioxide (CO2) emissions by 2050, with interim targets of 50% reduction by 2030 and 75% by 2040. That same year, OUC’s Board approved the Electric Integrated Resource Plan (EIRP).
An EIRP is a strategic roadmap to meet future energy demand while maintaining service reliability and affordability. The EIRP, available at oucroadmap.com, accounts for generation and transmission planning, regulatory and environmental risks, and evolving customer expectations. The plan considers a utility’s generation and transmission resources, potential future events that could impact energy supply and demand (from government regulations to hurricanes), and the unique needs of its customers. Although energy demand is rising, weather and cyber incidents are increasing and costs are rising for many items, OUC remains committed to reaching Net-Zero CO2 emission by 2050.
OUC will update the 2020 EIRP over the next 18 months while inviting input from the public regarding their values, wants and needs as inputs to meeting the energy needs of OUC’s customers while effectively balancing reliability, affordability, sustainability, and resiliency.
Planning and Design will begin upon award in late 2025. Public outreach and input are currently slated to begin in early 2026, including at least four charettes, and commence by the end of 2026 with Commission approval of the proposed EIRP.
