Landfill Disposal – Ash, Compost, and Wastewater Sludge (Biosolids)

Project Description: Hillsborough County intends to recommend the award of a three (3) year sole source procurement to Republic Services of Florida, Limited Partnership, in the total amount of $12,666,592.80, for the disposal of compost and biosolids at the Cedar Trail landfill, located in Bartow Florida. Although other landfills are located throughout Hillsborough County and surrounding areas, the Cedar Trail Landfill location is the only known location that has the capacity, ability, and permitted to accept the incinerator ash, compost and wastewater sludge (biosolids) generated by the County and required to be properly disposed. This procurement is being made in accordance with Section 3-205(2)(h) of the County’s Procurement Policy as the required biosolid and compost disposal (specialized) services are unique, securing local competition is neither practical or practicable and are only known to be reasonably available at the stated location through Republic Services of Florida, Limited Partnership. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide services that are substantially and materially the same as those identified in the attached Vendor Quotation and Sole Source letter, dated April 16, 2025, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
