Bidders must be properly licensed under North Carolina state law to perform the work. Contractor will have sixty
(60) days to obtain license.
ALL BIDDERS SHALL COMPLY WITH ALL APPLICABLE LAWS REGULATING THE PRACTICE OF GENERAL CONTRACTING
AS CONTAINED IN CHAPTER 87 OF THE GENERAL STATUTES OF NORTH CAROLINA. FOR CONTRACTS $30,000 OR
MORE, EXCEPT FOR CERTAIN SPECIALTY WORK AS DETERMINED BY THE LICENSING BOARD, BIDDERS ARE
REQUIRED TO BECOME LICENSED BY THE NC LICENSING BOARD. NON-LICENSED BIDDERS ARE PERMITED 60 DAYS
AFTER BID OPENING TO OBTAIN PROPER LICENSING FOR THE TYPE OF PROJECT BEING LET. BIDDERS SHALL ALSO
COMPLY WITH ALL OTHER APPLICABLE LAWS REGULATING THE PRACTICES OF ELECTRICAL, PLUMBING, HEATING
AND AIR CONDITIONING AND REFRIGERATION CONTRACTING AS CONTAINED IN CHAPTER 87 OF THE GENERAL
STATUTES OF NORTH CAROLINA.
A 5% bid security is required with each bid that equals or exceeds $100,000.
The estimated cost of this Project is between $5,000,000 and $10,000,000.

SUBSTITUTION DURING BID PHASE
The intent of these bid documents is to comport with North Carolina General Statute 133-3 in all instances. Refer to
the Substitution Request Form found on the Procurement Portal.
Substitution requests will be accepted via e-mail requests per the following instructions:
x The subject line must identify:
o The fact that it is a substitution request,
o The name of the project, and
o The specification section number for the product;
x All materials shall be in PDF format;
x Manufacturer’s model number, and other pertinent identification (including the manufacturer’s name
address and phone number);
x Attest that the alternate material is in compliance with all specification requirements;
x A line by line comparison of the substituted product compared with the specified products shall be included
with the product information; and
x Data to support the justification for the substitution.
Equivalent submittals shall specify manufacturer’s model number, and other pertinent identification, and attest that
the alternate material is in compliance with all specification requirements.
All requests must be submitted no later than fifteen (15) full calendar days, as stated herein or as amended by
addendum, prior to the day that bids are due. Requests received after this deadline will not be addressed by the
