Pursuant to City Public Contracting Rule (City Rule) 137-048-0220, City of Veneta (City) is conducting a formal selection process for the design and construction of the Bolton Hill Sports Complex Phase II Playground Equipment Supply and Installation. The City seeks proposals for a partial turnkey playground system to be installed within the constructed oval play area at Bolton Hill Sports Complex Phase II, with the intent of receiving creative and site responsive designs that maximize vertical play value, visual presence, and overall engagement within the available oval space.

Proposals will be received by the City until 2:00 p.m. on Thursday, July 2, 2026. Responses received after this time will be rejected as non-responsive. Proposers shall submit proposals in a sealed opaque envelope, plainly marked “Confidential: City of Veneta Bolton Hill Sports Complex Phase II Playground Equipment Supply and Installation” to Kevin Urban, Community Development Director at the above address. Faxed, emailed, or electronically submitted proposals will be rejected as non-responsive.

Qualifications:

The Contractor shall provide:
• Playground equipment
• Engineered foundation systems
• Turnkey installation on equipment (Fall protection provided by owner)
• Prevailing wage compliance
• Certified payroll
• Public works bond
• Shop drawings
• Fall height certification
• Final inspection coordination
• The project must remain consistent with the approved OPRD grant scope and
budget categories.

The City seeks proposals for a partial turnkey playground system to be installed within the constructed oval play area at Bolton Hill Sports Complex Phase II, with the intent of receiving creative and site responsive designs that maximize vertical play value, visual presence, and overall engagement within the available oval space.
Primary Structure Intent
The City desires one primary, vertically oriented composite structure serving as the dominant feature within the oval. Proposals should emphasize height, vertical circulation, and elevated play experiences. The City is not prescribing a minimum number of slides, climbers, or play events. Proposers are encouraged to present configurations that best utilize the space and budget while achieving high overall play value.
Proposals shall:
• Provide a tower style or vertically oriented configuration
• Demonstrate strong vertical play value
• Include an enclosed elevated component if feasible
• Maximize deck height within surfacing and safety constraints
• Consider educational and learning play elements
• Use low maintenance items where possible
• Use inclusive and family-oriented features
• Provide good parental visibility
• Consider sports (baseball / soccer) themed play elements and finishes
• Be fully ADA compliant
• Comply with applicable ASTM and CPSC playground safety standards
• Include certified critical fall height documentation
Site Fit and Layout
All equipment, surfacing, and required use zones must remain fully within the
constructed oval play boundary shown on Sheet L100. Required use zones shall not extend beyond the thickened concrete edge, seat wall, or ramp interface. Proposals shall include scaled layout drawings overlaying the proposed equipment and use zones onto the Sheet L100 background to demonstrate compliance with site constraints.
Additional Elements
The City prefers a cohesive primary structure rather than multiple small independent structures distributed throughout the oval. Standalone elements such as swings, spinners, or small independent structures are not the primary objective of this solicitation but may be proposed if integrated thoughtfully into the overall design. Such elements will be considered as part of the overall evaluation of play value, site fit, and budget efficiency. Proposals that rely primarily on scattered small components in lieu of a strong central structure may receive lower evaluation scores.
Age Range
The playground shall be designed for children ages two through twelve unless otherwise proposed. Any alternative age segmentation must be clearly explained and justified.
