Project Description: Sealed Bids for the construction of the CONTRACT NO. 1 - WATER INFRASTRUCTURE CONSTRUCTION
CROSSROADS EAST BUSINESS PARK – PHASE 1 will be received online via the PennBid Program, by CAN
DO, INC., until 2:00 p.m. local time on Friday, September 26, 2025, at which time the bids will be opened
electronically and shortly after which, bid tabulation results will be publicly posted on PennBid’s
website. The Project consists of installation of new ductile iron water main including but not limited to
approximately 3,125 LF of 16”inch, 2,220 L.F of 12” , 255 LF of 10”, 210 LF of 8” ,and 75 LF of 6” ductile
iron water main and associated services, valves, and hydrants.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid
Form.

A pre-bid conference will be held on Wednesday, September 17th, 11:00 a.m. at the project site: the
northerly side of State Route 424 between Interstate 81 and State Route 309 in Hazle Township, PA.
Attendance at the pre-bid conference is mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders. The successful bidder will
be required to provide a Performance Bond and a Labor and Material Payment Bond, each in an amount
at least equal to the Contract Price.
The following wage rate requirements are applicable to this contract: PA PREVAILING WAGES
A Certified Check or Bank Draft payable to the order of CAN DO, INC. or a satisfactory Bid Bond, executed
by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total bid shall be
submitted with each bid. Attention is called to the fact that the PA Prevailing Wage Act is applicable this
contract; Contractor must file Stipulation Against Liens prior to the start of construction; Contractor shall
provide acceptable liability, property damage, and Worker’s Compensation insurance and the Contractor
must ensure that employees & applicants for employment are not discriminated against because of their
race, age, color, religion, sex, national origin or handicap. CAN DO, INC. reserves the right to reject any or
all bids and to waive any informalities in the bidding.
