Upon completion, mulch installed will be blown off each day before leaving.

1 INTRODUCTION
1.1 Purpose
The City of Raleigh (COR) is solicitating proposals from one or more firm(s) with which
to contract for the following services:
Install both city supplied, mulch and vendor supplied Brown Dyed, Triple Shred Mulch
around and within identified areas at Pullen Park, Dix Park, the Raleigh Rose Garden,
and John Chavis Memorial Park. Mulch will be installed using manpower or a blower
truck to be placed evenly and neatly around ~1.5" depth on pre-existing plant beds.
Newly created tree rings and beds will require 3” of mulch. If utilized, blower trucks will
stay on concrete surface to reach bed areas and any areas we can reach will be left for
hand installation. Mulch will be delivered in bulk, one area at a time to limit the footprint.

1.2 Background
The City of Raleigh, the Capital City of North Carolina, remains one of the fastest growing

Install Brown Dyed, Triple Shred Mulch at Pullen Park and the Raleigh Rose Garden as
well as natural triple shred mulch around and within identified areas at Dix Park and
Chavis Memorial Park. Mulch will be installed using manpower or a blower truck to be
placed evenly and neatly around ~1.5" depth on pre-existing plant beds. Newly created
tree rings and plant beds will require 3” of mulch. If utilized, blower trucks will stay on
concrete surface to reach bed areas and any areas we can reach will be left for hand
installation. The Pullen Park and Raleigh Rose Garden Mulch will be delivered in bulk,
by (you) the vendor, one area at a time to limit the footprint. Separately, the mulch
supplied by the City of Raleigh for Dix park and Chavis park will be delivered by the city
in bulk.
Pullen Park and the Raleigh Rose Garden: This is an all-inclusive service that contains
the dyed triple shred hardwood mulch supplied by the vendor, installation, bed edge,
and complete clean up at the site. Upon completion, mulch installed will be blown off
each day before leaving. You will be responsible for delivering the mulch calculated
below to Pullen Park and the Raleigh Rose Garden.
Pullen Park – 1200 yards total
Raleigh Rose Garden – 400 yards total
Dix Park and Chavis Park: The expected service includes installation, bed edge, and
complete clean up at the site. Upon completion, mulch installed will be blown off each
day before leaving. The mulch used at Dix park and Chavis Park will be hauled in
and supplied by the City of Raleigh. The amounts to spread are as follows:
Dix Park – 1200 Yards, City of Raleigh Yard Waste Supplied Triple Shred Natural
Mulch
Chavis Park – 500 Yards, City of Raleigh Yard Waste Supplied Triple Shred Natural
Mulch
We anticipate the mulch installation to begin on Monday, March 2nd, 2026, and be
completed by April 6th, 2026.

1.4 Pre-Proposal Conference
If the City of Raleigh elects to conduct a Pre-Proposal Conference or Site Visit, attendance
by prospective proposers is strongly encouraged but is not mandatory. Prospective
Proposers are encouraged to submit written questions in advance. Date, time, and
location of pre-proposal conference is shown above in the RFP Timeline (Section 1.3).
1.5 Proposal Questions
Requests for clarification and questions to this RFP must be received by the City not later
than the date shown above in the RFP Timeline (Section 1.3) for the submittal of written
inquires. The firm’s failure to request clarification and submit questions by the date in the
RFP Timeline above shall be considered to constitute the firm’s acceptance of all City’s
terms and conditions and requirements.
The City shall issue addenda reflecting questions and answers to this RFP, if any, and
shall be posted to North Carolina electronic Vendor Portal (eVP). No information,
instruction or advice provided orally or informally by any City personnel, whether made in
response to a question or otherwise in connection with this RFP, shall be considered
authoritative or binding. Proposers can only rely on written material contained in an
Addendum to this RFP.
