REQUEST FOR QUALIFICATIONS (RFQ)
City Attorney Services
City of Siloam Springs, Arkansas
I. Overview
The City of Siloam Springs is seeking to retain the services of a qualified, experienced, and committed city attorney to handle cases in accordance with applicable Arkansas laws, statutes, and regulations. The selected attorney will serve in the capacity of part-time city attorney, providing legal representation, reviewing/drafting ordinances and resolutions, reviewing legal documentation and contracts, attending Board of Director meetings, and providing general legal representation on behalf of the City of Siloam Springs. The selected representative firm or individual is expected to represent the best interests of the City of Siloam Springs and the citizens of the community.
II. Purpose
This Request for Qualifications (RFQ) is issued with the purpose of attracting individuals or law firms to submit their qualifications to provide city attorney services for the City of Siloam Springs. The purpose of this RFQ is to identify candidates who have the necessary legal qualifications, experience, and professional ethics to effectively serve as a city.
III. Scope of Services
The selected city attorney will be responsible for the following tasks:
· Review and draft ordinances, resolutions, contracts, agreements, deeds and easements;
· Provide advice regarding government operations, elections, open meetings, public information, City ordinances, State law, personnel matters, and real estate matters, including annexation, zoning and condemnation;
· Review agendas and materials for Board of Director meetings, anticipate and prepare legal advice on items to be addressed at the Board of Director meeting, and attend Board of Director meetings (Regular meetings are generally 6:30 p.m. on the first and third Tuesday of each month plus special meetings upon request);
· Provide legal opinions upon request;
· Prepare requests for any necessary Attorney General opinions;
· Provide all legal services for any/all litigation pertaining to the City of Siloam Springs if necessary.
IV. Qualifications
To be considered for this position, applicants must meet the following minimum qualifications:
Education: Juris Doctor (JD) from an accredited law school.
Licensing: Admission to the state bar in Arkansas in good standing.
Experience: At least 10 years of experience as a practicing attorney.
Skills: Strong written and oral communication skills. Ability to analyze complex legal issues and prepare persuasive legal arguments. Knowledge of municipal government and municipal laws. Ability to prioritize effectively. High level of integrity and professionalism.
References: At least three professional references who can speak to the applicant’s legal skills, work ethic, and character.
Location: Must be able to be in Siloam Springs, Arkansas in person on the first and third Tuesdays of each month for the Board of Director meetings and/or any special-called meetings.
V. Submission Requirements
Interested parties should submit the following documents as part of their qualifications package:
Cover Letter: A brief cover letter outlining interest in the position and summarizing relevant experience and qualifications.
Resume/Curriculum Vitae (CV): A current resume or CV detailing education, professional experience, and relevant credentials.
References: Contact information for at least three professional references.
Sample Work: A sample of legal writing (e.g., motions, legal briefs, or trial summaries) demonstrating the applicant’s ability to write and analyze legal issues. 5. License Information: Proof of admission to the state bar and good standing.
Other Relevant Documents: Any other materials that may demonstrate the applicant’s qualifications for the position.

VII. Evaluation Criteria
In evaluating the qualifications of each firm, the state agency or political subdivision shall consider:
(1) The specialized experience and technical competence of the firm with respect to the type of professional services required;
(2) The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project;
(3) The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules and deadlines; and
(4) The firm's proximity to and familiarity with the area in which the project is located.
VIII. Terms & Conditions
Contract Type: This is a part-time city attorney position, and the duration of the contract is one year, with the possibility of renewal. The position will be as an individual contractor, and the successful application will need their own insurance.
Compensation: Compensation will be commensurate with qualifications and experience.
