Invitation to Bid
1.0 Examination of Solicitation Documents and Site
The Bidder shall examine carefully the site of the proposed work and the bid documents
before submitting a bid. By submitting a sealed bid, the Bidder acknowledges that they
made such an examination and are satisfied as to the conditions to be encountered and
as to the requirements of the bid documents. All roads listed for repair are public roads
and available for inspection.
1.1 Pre-Bid Conference
A non-mandatory pre-bid meeting will be held on Wednesday June 17th, 2026 at 1 P.M.
Alaska time. In person at the Denali Borough office with a virtual option below.

2.0 Interpretation or Correction of Bid Documents
Bidders shall notify the Project Coordinator promptly of any error, omission, or
inconsistency found during examination of the bid documents and construction site.
Requests for interpretation or clarification must be made in writing via email to the
Project Coordinator at fshreeve@denaliborough.com, at least 5 working days prior to
bid opening. Answers and responses will be posted online via a bid Addendum. Any
bids submitted that do not acknowledge receipt of all Addendum will be considered non-

3.0 Bid Preparation Costs
The Denali Borough is not liable for any costs incurred by the respondent in bid
preparation.
4.0 Funding
Funding for this project will be provided by the Denali Borough, and the State of Alaska
through disaster grant AK-25-316, suppression road repair work for the 2025 Bear
Creek Fire. The total project budget is estimated to be $350,000-$450,000.
5.0 Preparation and Submission of Bids

Bidders shall submit a maximum 4 page statement of qualifications, and must include
three references with, Name and Title, Firm, Contact phone number, Project
Description, and Project Total. References may be asked to speak to the quality of a
bidder's performance on previous contracts. Bidders shall submit a signed Bid
Certification for the proposed scope of work, signed by the Contractor. All documents
shall arrive by 10 AM on June 29, 2026. Late bids will not be considered.

5.1 Bid Contents
The following information must be included in all bids.
5.1.1 Authorized Signature
All bids must be signed by an individual authorized to bind the
offeror to the provisions of the Invitation to Bid. Bids must remain
open and valid for at least 90-days from the date set as the
deadline for receipt of bids.
5.1.2 Offeror's Certification
By completing the attached Bid Certification, Bidder certifies
compliance with the following:
5.1.2.1 The laws of the State of Alaska and the Denali Borough;
5.1.2.2 The applicable portion of the Federal Civil Rights Act of
1964;
5.1.2.3 The Equal Employment Opportunity Act and the
regulations issued thereunder by the federal government;
5.1.2.4 The Americans with Disabilities Act of 1990 and the
regulations issued thereunder by the federal government;
5.1.2.5 All terms and conditions set out in this ITB;

5.1.2.6 A condition that the bid submitted was independently
arrived at, without collusion, under penalty of perjury;
5.1.2.7 That the offers will remain open and valid for at least 90
days.
6.0 Action on Bids
The Denali Borough reserves the right to reject any and all Bids and to waive any
informalities and irregularities in a Bid or during award of the Contract. Sealed bids will
be opened and tabulated publicly on June 29, 2026 at 11 AM at the Denali Borough
Office - 612 Healy Spur Road, Tri-Valley Community Center, in Healy. Any bidder
may review the bid tabulation after opening. The Denali Borough will award a contract
from this solicitation, as funding allows, to the lowest responsible bidder for the Base
Bid plus Additive Alternates 1, 2, and 3 as funding allows.
7.0 Notification of Award
The Denali Borough shall issue Notice of Intent to Award within 10 days of solicitation
opening.
8.0 Bid Protest
Not more than five days following the date on which the act occurred, a bidder may
protest the handling of a bid or awarding of a contract by filing written notice of protest
with the Denali Borough.
9.0 Contract Award
No contract that exceeds $50,000 shall be awarded without prior Assembly approval per
Denali Borough Code 3.35. Contract award will be considered at the July 8th, 2026
Assembly meeting.
10.0 Right to Negotiate an Expanded Scope of Work
In the event additional funding is afforded, either from its general operating budget or
legislative appropriation, the Denali Borough may elect to amend the contract with the
successful respondent and renegotiate an expanded scope of work for additional
elements of the project.

11.0 Quality Control
The Contractor shall maintain records on the job site consisting of a record of all
changes in material, or other work changes. Records shall be delivered to the Project
Manager prior to final inspection.
12.0 Final Inspection
The Contractor shall notify the Point of Contact when, by the Contractors own
comprehensive inspection, all work is completed and all other contract requirements are
fulfilled. The Contractor shall then request a pre-final inspection of the project. The
inspection will be performed in the presence of a representative/s of the Denali Borough
and the Contractor. Any deficiencies indicated by this inspection will be listed and
furnished to the Contractor for remedial action. Once deficiencies have been corrected
the Contractor will notify the Borough, and a Final Inspection will be performed. The
Contractor shall issue a letter of completion once inspection has occurred and any/all
deficiencies corrected. The letter shall be signed by the Contractor and Owner.
13.0 Safety
The successful bidder is responsible for conditions of the job site, including safety of all
persons and property during construction. The bidder shall familiarize themselves and
conform with applicable Federal and State safety standards relevant to the construction
project.
Each of the roads that are being repaired are the sole ingress and egress routes for
residential areas. Because of this, the work should be completed in a way that does not
create significant delays to residents, visitors, or emergency service vehicles. There
should either be a method to drive around the work area or the road should only be
impassible for less than 30 minutes at a time. Information on what work will be
completed each day will be coordinated with the Borough Point of Contact and posted
at the entrance to the worksite as needed.
14.0 Prevailing Wage
The Contractor and any subcontractors shall comply with the Provisions of Title 36.05 of
the Alaska Statutes for the payment of prevailing wages to their employees. The
contractor is required to provide appropriate notice to the Alaska Department of Labor
and Workforce Development and pay required filing fees.
15.0 Affirmative Action/Equal Opportunity

The Denali Borough is an Affirmative Action/Equal Opportunity Employer. The Denali
Borough, and all Contractors, vendors, and suppliers, agree and certify that they shall
comply with the requirements of all pertinent Federal and State laws relating to equal
opportunity in contracting and procurement activities.
16.0 Waste Disposal
All construction and demolition waste from road building, ditching, or grubbing will be
accepted in the Denali Borough landfill at no charge. The successful bidder will be
responsible for segregation, loading, and hauling of waste, the Borough will perform
scaling and tipping of the waste. No hazardous waste or restricted waste will be
accepted.
17.0 Conflict of Interest
No officer or employee of the State of Alaska, the Denali Borough, and no other official
who exercises any functions or responsibilities with respect to the project during his or
her tenure, shall have any personal or pecuniary gain or interest, direct or indirect, in
any contract, subcontract, or the proceeds thereof, for work to be performed in
connection with this project.
18.0 Insurance Requirement
18.1 If you are unsure if your firm will be able to provide the insurance described
in this section, please contact your insurance broker or agent before you
submit your bid.
18.2 The Contractor shall not begin work under this Agreement until the
Contractor has obtained all required insurance and the Denali Borough has
received and reviewed the certificates of insurance. If the Contractor is a
joint venture, then the joint venture itself must have insurance as specified
below.
18.3 The Contractor shall ensure that insurance is in force that provides
protection for the Denali Borough from any claim which might arise from
the Contractor work under this Agreement. The insurance shall provide
protection whether the work is performed by the Contractor, sub
contractor, or their employees, agents, successors, or assigns.
18.4 Worker's Compensation and Employer's Liability insurance shall cover all
employees of the Contractor during the term of the contract. Worker's
Compensation coverage shall be at statutory limits. Employer's Liability

limits shall be no less than: $100,000 each accident, $100,000 disease-
each employee and $500,000 disease- policy limit.
18.5 Commercial General Liability insurance with a limit of not less than
$1,000,000 per occurrence and aggregate. The Contractor shall add the
Denali Borough as an additional insured in the Contractors commercial
general liability.
18.6 Comprehensive Automobile Liability insurance coverage, no less than
$1,000,000 combined single limit, covering any one of the following
combinations of vehicles: (a) any auto; (b) all owned, non-owned, and hired
autos; or (c) scheduled, non-owned, and hired autos with written assurance
that any additional autos shall be insured before they are used to complete
work under this Agreement.
18.7 Professional Liability insurance in the amount of $500,000 per occurrence.
18.8 The Denali Borough shall have the right, at any time, to require higher
limits for public liability and property damage insurance. In any such event,
the additional premium or premiums payable, solely as the result of such
additional insurance, shall be added as an amendment to the Agreement
price.
18.9 The Bidder shall furnish the Denali Borough with Certificates of Insurance
to certify insurance coverage. All such certificates shall state that the
insurance policies, referred to therein, include a provision that, while this
Agreement shall remain in force, no such policy shall be canceled, not
renewed, or materially altered until at least 30 days written notice thereof
and provided to the Denali Borough.
19.0 Construction Criteria
Construction shall be in accordance with all applicable codes, standards, and regulations.
The most stringent shall govern when discrepancies occur.
The following standards shall be used:
Rut and Pothole Repair: Excavate loose material and backfill with compacted unclassified
fill or pit run to an average depth of 4 inches in damaged areas. Utilize unclassified fill or
pit run material from Designated Material Site ADL 421875 at MP 264.5 Park's Highway.
Surface Regrading: Apply and compact a 3-inch minimum layer of material across the
entire road, grading to a 2-4% crown slope for drainage.

Ditch Reestablishment: Clear sediment, organic debris, and fire-related materials from
ditches along both sides of the road. Ditch reestablishment involves cleaning, and
reshaping to a V-shaped or trapezoidal profile (2-3 ft wide, 1-2 ft deep, 1:1 side slopes).
Quality Control: Ensure compaction and drainage functionality.
Geotextile: Use materials designed for subsurface drainage and erosion control. Unroll
geotextile directly onto the existing roadbed. Join geotextiles by overlapping a minimum
of 3' feet. Place cover material in a way that minimizes tearing and stretching.
Culverts: Install or replace culverts following the culvert sizes specified in the Scope of
Work. They are to be installed with a grade allowing water to flow from south to north or
west to east dependent on road direction. They must have a solid base put under them
to ensure that they do not sink into the ground. All culverts must be covered with a
minimum of 6" of pit run or 3" minus material.
20.0 Severance Tax
The successful bidder will be responsible for complying with Denali Borough Code,
Section 3.30 SEVERANCE TAX. No severance tax or purchase cost of gravel shall be
imposed on gravel provided by the Denali Borough. Up to 5,000 cubic yards of pit run
material shall be provided at no cost to the contractor under a Borough permit. The permit
is for the gravel extraction site located at Milepost 264.5 on the Parks Highway. A map
showing the location of the gravel site in relation to the project site is attached. All gravel
extracted shall be subject to the DNR permit awarded to the Denali Borough. Extraction
reports, gravel site development, and all other requirements included in the gravel permit
will be the responsibility of the contractor and shall be reported to the Borough Point of
Contact.
Gravel sourced outside of the Denali Borough designated permit will be at cost and
subject to Severance Tax, both of which should be included in the final bid.
21.0 Schedule
A tentative schedule is included for consideration.
