Notice is hereby given for receiving sealed Proposals by the Passaic Valley Sewerage Commission (PVSC)
for:
CONTRACT NO. B463
PVSC Fats, Oil And Grease Processing Facility - Site Preparation Project
Proposals to be enclosed in opaque sealed envelopes, addressed to the Passaic Valley Sewerage
Commission, Purchasing Department, Commissioners Meeting Room, Administration Building, 600
Wilson Avenue, Newark, New Jersey 07105, with name and address of Bidder, Contract Number, Contract
Name, and Bid Opening Date plainly marked outside. Bids must be sealed and identified as indicated above,
enclosed in a mailing envelope with proper postage, and received prior to and up to the date and time set
for receiving sealed Bid proposals. Bids will be accepted by mail. (If forwarded by mail, the sealed envelope
containing the proposal, marked as directed above must be enclosed in another envelope addressed as
specified in the Proposal, preferably by registered mail.) (If forwarded by express carrier or other delivery
service, please be advised that access to the PVSC is restricted to the following address: 699 Avenue P,
Newark, New Jersey 07105 [GPS location of PVSC Gate #3]). The outside envelope containing Bids must
clearly identify the Bid number, contract name and Bid opening date. Failure to follow this procedure is
grounds for rejection. Bids must be received during the time set for receiving Bids.
Security Notice: All contractors, subcontractor's employees and/or representatives entering the plant must
have and must present to PVSC Security, government issued identification such as a valid picture Driver's
License or Passport. This applies to Bid openings, pre-Bid conferences and all on-premises contract work.
Sealed Bid Proposals shall be received by PVSC prior to and up to 10:00 a.m. in the morning, prevailing
time, on Thursday, August 6, 2026 for public opening and reading. All Bids shall be opened publicly,
announced, read aloud (after the closing time, 10:00 a.m. in the PVSC Purchasing Department), and
recorded via the Zoom Conferencing Application. At that time and place, this public Bid opening will be
held via conference call and not in the PVSC Administration Building. Interested parties and members of
the public will be able to listen to the public Bid opening by selecting the link
[https://pvsc.zoom.us/j/2496333971], Meeting ID access code: [249 633 3971] or by phone [+1 646 876
9923; Meeting ID access code: 249 633 3971]. Interested parties and members of the public may submit
questions and comments via email to the PVSC Clerk at ClerksOffice@pvsc.com. Bids may be withdrawn
or modified prior to the time for the opening of Bids or the authorized postponement thereof. Except as
permitted by N.J.S.A. 40A;11-23.3, no Bid may be withdrawn for a period of 60 calendar days after the
date of the opening of Bids. PVSC reserves the right to reject all Bids and waive any minor immaterial Bid
informalities, defects or irregularities, pursuant to Local Public Contract Law, when it has sound
documented business reasons. Any award will be made to the lowest responsible Bidder.
No Bid will be received unless in writing on the forms furnished, and unless accompanied by Bid security
in the form of a Bid bond, cashier's check, or a certified check made payable to the PVSC in an amount
equal to 10% of the amount of the total Bid, but not exceeding $20,000, executed by a Surety Company
duly authorized to do business in the State of New Jersey. The successful Bidder must furnish a 100 percent
construction performance bond, a 100 percent construction payment bond, a, and an environmental
maintenance bond with a surety company acceptable to the Owner. Complete instructions for preparing
Bids and required bonds are included in the Bidding Documents.

Contract B463 PVSC Fats, Oil And Grease Processing Facility - Site Preparation Project

Work to be performed under Contract No. B463 includes furnishing all labor, materials, supplies,
equipment and other facilities required by the Contract Documents for Contract B463 - PVSC Fats, Oil
And Grease Processing Facility - Site Preparation Project includes the removal of existing process
mechanical, structural, and electrical systems within the Dewatering/Centrifuge Building, Cake Storage
Building, and adjacent outdoor areas. The work involves dismantling and disposing of tanks, piping,
equipment, controls, and support structures, along with repairing penetration openings and restoring
affected areas. The project will prepare the facility for installation of future FOG processing equipment.
Need location. Work includes, but not limited to furnishing all labor, materials, equipment, and incidentals
required to complete the demolition and removal of existing systems in preparation for future FOG
processing improvements. Work will be performed within the Dewatering/Centrifuge Building, the Cake
Storage Building, and adjacent outdoor areas.
* Removal of process mechanical systems, including tanks, pumps, compressors, blowers,
conveyors, chemical feed systems, piping, ductwork, and related appurtenances.
* Disconnection and removal of associated electrical systems, including control panels, junction
boxes, conduit, wiring, and instrumentation.
* Demolition of structural supports, platforms, stairs, handrails, and other components as shown on
the contract drawings.
* Repair and restoration of wall, floor, and ceiling penetrations affected by demolition.
* Proper handling, disposal, and site cleanup following completion of all demolition activities.
Upon completion, the facility will be fully cleared and ready to accommodate installation of new FOG
processing equipment under a future contract.

A non-mandatory pre-Bid meeting and tour of the Project Area will be held on Monday, June 29, 2026 at
10:00am. The meeting will take place at PVSC's OEM Main Conference Room, second floor, Operations
Engineering & Maintenance (OEM) Building, 600 Wilson Avenue, Newark NJ, with site visit to the
Dewatering Centrifuge Building to follow. The Dewatering Centrifuge Building is located at 699 Avenue
P, Gate 3,Newark NJ. Bidders are strongly recommended and/or encouraged to attend the non-mandatory
pre-Bid meeting and site visit.
Copies of the Bidding Documents will be available at the offices of Woodard & Curran, Inc. 2370 NJ-70,
Cherry Hill Township, NJ 08002 on the date of this advertisement, during regular business hours, 8:15 a.m.
and 4:15 p.m. Contact is Mr. Eric Petersson, epetersson@woodardcurran.com. Cost of complete full-sized
Bidding Documents is $300.00 per set (non-refundable) for each set of contract documents ordered, limit
of 2 sets, payable by business check to the Passaic Valley Sewerage Commission. Documents must be
picked up from the location noted; shipping is not available. Bidding Documents (i.e. plans and
specifications) will be available for examination at the Office of the Purchasing Department at Passaic
Valley Sewerage Commission. If for any reason, the Contract is not awarded, refunds of the Bidding
Documents fee will be immediately returned to Bidders when the Bidding Documents are returned in
reasonable condition within 90 days of notice that the Contract has not been awarded.
In the event that a potential Bidder obtains the Bid Documents in any manner other than as specified herein,
the Passaic Valley Sewerage Commission will not have the contact information of the potential Bidder for
purposes of issuing Bid addenda, if any. In such instances, the non-receipt of any addenda (in the event that
any addenda are issued) and the failure of the Bidder to acknowledge the receipt of any and all addenda at
the time of Bid shall be considered a fatal defect in such Bidder's submission and said Bid shall be
immediately rejected. Therefore, if a potential Bidder obtains the Bid Documents in any manner other than

as specified herein, said Bidder shall promptly provide written notice to Woodard & Curran, Inc.
accordingly.
All Bidders and their subcontractors of any tier listed in the Bid documents pursuant to N.J.S.A. 40A:11-
16, shall be registered with the New Jersey Department of Labor and Workforce Development pursuant to
the Public Works Contractor Registration Act, N.J.S.A 34:11-56.48 et seq. at the time the Bid is submitted.
A copy of the Bidder's registration certificate is recommended to be provided with each Bid; but the
certificate must be submitted prior to award of the Contract.
Socially and Economically Disadvantaged Requirements:
This subchapter establishes procedures for providing opportunities for socially and economically
disadvantaged ("SED") contractors and vendors to supply materials and services under State financed
construction contracts for environmental infrastructure facilities.
To implement the policies established in N.J.S.A. 58:11B-26, 40:11A-41 et seq., and 52:32-17 et seq., this
subchapter applies to environmental infrastructure projects receiving financial assistance from the
Department and the Trust pursuant to N.J.A.C. 7:22-3, 4 and 6 and 7:22A-6 and 7.
Under the provisions of N.J.A.C. 7:22-3, 4 and 6 and 7:22A-6 and 7, the Department and the Trust require
recipients of Trust and Fund loans and other assistance to establish such programs for socially and
economically disadvantaged small business concerns, to designate a project compliance officer, and to
submit to the Department and Trust procurement plans for implementing the SED program.
The project or contract is funded in part by New Jersey wastewater treatment
financing programs and the successful bidder must comply with all the provisions
of N.J.A.C. 7:22-9.1 et seq. for the participation of small business enterprises
owned and controlled by socially and economically disadvantaged individuals.
N.J.A.C. 7:22-3.17(a)24, 4.17(a)24, 6.17(a)24 and 7:22A-2.4(a) provide that a goal of not less
than 10 percent be established for the award of contracts to small business concerns owned and
controlled by one or more socially and economically disadvantaged individuals. The goal of 10
percent applies to the total amount of all contracts for building, materials and equipment, or
services (including planning, design and building related activities) for a construction project.
The project sponsor has identified that the SED utilization goal for this project of not less than 10 percent
be established for the award of contracts to small business concerns owned and controlled by one or more
socially and economically disadvantaged individuals.
The 10 percent SED utilization requirement shall be accomplished by the
following:
1. Bids shall be solicited on an unrestricted basis. The bid documents, however,
shall include a statement to the effect that the successful bidder must fulfill the
SED utilization requirements by subcontracting portions or the work to SEDs; or
2. Contractors also have the option of establishing unrestricted bidding
procedures to fulfill the 10 percent SED utilization requirement for the project.
All project sponsors, at least 10 days prior to public advertisement for bids, shall notify the
NJDEP Office of Equal Opportunity and Public Contract Assistance via H2Loans, of the availability
of opportunities for SEDs to provide services, to bid on unrestricted contracts or subcontracts, or
to provide any other necessary purchase or procurement.
Awards will be made only to socially and economically disadvantaged business concerns that
are certified by the New Jersey Commerce, Economic Growth and Tourism Commission, the New

Jersey Department of Transportation, the Port Authority of New York and New Jersey, New
Jersey Transit or other agencies deemed appropriate by the Office as eligible minority businesses
or female businesses.
The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill
the SED utilization requirements.
N.J.A.C. 7:22-9.7 requires project sponsors to adhere to specific advertisement criteria and
duration. Specifically, relating to advertisement duration: In no case shall the advertisement for
bids be published less than 30 days prior to the date fixed for receiving bids on the purchase or
contract.
N.J.A.C. 7:22-9.10 Lowest bid resulting in payment of unreasonable price
(a) If the contracting agency determines that the acceptance of the lowest responsible bid
will result either in the payment of an unreasonable price or in a contract otherwise
unacceptable pursuant to the statutes and rules governing public contracts, the
contracting agency shall reject all bids.
(b) Bidders and the office shall be notified of the rejection of all bids, the reasons for the
rejection, and the contracting agency's intent to solicit bids for a second time.
(c) If the contracting agency determines a second time that the acceptance of the lowest
responsible bid will result either in the payment of an unreasonable price or in a
contract otherwise unacceptable pursuant to the statutes and rules governing public
contracts, the contracting agency shall reject all bids and notify the NJDEP Office of
Equal Opportunity and Public Contract Assistance and, after receipt of the NJDEP Office
of Equal Opportunity and Public Contract Assistance's approval, shall amend the project
plan accordingly.
(d) Bidders shall be notified of the cancellation, the reasons for the cancellation and the
contracting agency's intent to resolicit bids on an unrestricted basis. SEDs may
participate in the bidding on an unrestricted basis.
