T2TL GAMMA RESOLICITATION

The Space Development Agency (SDA) seeks industry proposals for the Gamma (γ) variant of the Tranche 2 Transport Layer (T2TL) to be executed by the Advanced Fire Control (AFC) Program. SDA solicits this effort as part of a corrective action regarding information exchanged during the prior solicitation (SDA-PS-24-02) as made public in the public filing ECF No. 92-1 available under Viasat, Inc. v. U.S., No. 1:24-cv-01487 (Fed. Cl.). SDA expects to procure approximately 10 T2TL Gamma space vehicles with a payload specifically designed to close future kill chains via the PWSA.

The T2 Gamma program solicitation is comprised of unclassified solicitation documents as well as classified material on technical details of payload development. To receive the solicitation’s CUI content, please include your organization’s CAGE code and location in your request. For classified content, please include a JWICS email address in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all request in the order that they are received. All requests should be provided via email to ussf.pentagon.sda.mbx.ps-25-03@mail.mil no later than March 31, 2025, at 12:00 PM Eastern, with the subject line “SDA T2TL Gamma Solicitation Content Request”.

Included in this program solicitation as a CUI document is the DD254 template, which SDA will complete and send along with the classified documents. If you intend on utilizing a subcontractor or partner and sharing SDA’s classified information with them, you will need to fill in a separate version of this template with Block 7 & 8 a-c completed as well. SDA Security will validate the facility information and return a signed version before sending the classified documents.

All proposals should be submitted per solicitation instructions no later than April 22, 2025, at 12:00 PM Eastern. Proposals received after the deadline will be considered late and not evaluated.

AMENDMENT 1

This amendment updates Attachment 1, Statement of Work (Unclassified) and Attachment 2, Technical Requirements Document (Unclassified). Since the AFCGI to MOC ICD is currently in draft version, offerors are directed to utilize the SUPERNOVA to NOVA ICD. Changes to the Statement of Work and Technical Requirements Document reflects this direction.

In addition, the bidder’s library has been updated with three additional documents: TM 0056, TM 0065, and TM 0066.

Finally, a Q&A has been posted for review and will be updated as questions are received and adjudicated.
