The U.S. Securities and Exchange Commission (SEC) intends to award fixed-price purchase order on a single source basis to Mergent Inc., 580 Kingsley Park Drive, Fort Mill, SC 29715. The SEC requires access to a comprehensive, historical fixed income securities database for corporate issuers and data regarding bond purchases and sales by insurance companies. This data will support regulatory, surveillance, and policy-making functions within the Commission. The data must be accessible through Wharton Research Data Services (WRDS) platform, via a secure, web-based research platform and be updated annually. This action is being processed as a single source because the Contracting Officer has determined that Mergent Inc. is the only source that can reasonably meet the SEC’s requirement in accordance with FAR Part 13.106-1(b).
The SEC intends to award a purchase order to Mergent Inc. on or about August 8, 2025. The period of performance for the purchase order is anticipated to be one (1) base year with four (4) one (1) year options. The total value of the order shall be below the Simplified Acquisition Threshold.
This notice of intent is not a request for competitive proposals. However, interested parties who believe they can meet this requirement must submit clear and convincing documentation demonstrating their capabilities. Responses must be received by response date of this notice to be considered. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
