ADVERTISEMENT FOR BIDS

The City of Independence, Kansas, is accepting sealed bids for the purchase of up to two (2) truck-mounted salt/sand spreaders for use by the Public Works Department.

Sealed bids will be received at the office of the City Clerk, City Hall, 811 W. Laurel Street, Independence, Kansas, until 2pm on April 2, 2026, at which time bids will be publicly opened and read aloud.

INSTRUCTIONS TO BIDDERS

1. INTENT

The City of Independence seeks to purchase one (1) new municipal-grade truck-mounted salt/sand spreader, with the option to purchase one (1) additional identical unit at the same unit price within ninety (90) days of award, subject to budget availability.

2. BID SUBMISSION

Bids shall be submitted in a sealed envelope clearly marked:

“Salt/Sand Spreader Bid”

Each bid shall include:

• Completed Bid Form

• Manufacturer and model information

• Complete specification sheets

• Warranty documentation

• Delivery timeline

• List of exceptions or deviations

Bids received after the stated deadline will not be considered.

3. AWARD

Award will be made to the lowest responsive and responsible bidder meeting the specifications and serving the best interest of the City upon approval of the City Commission.

SPECIFICATIONS

1. GENERAL REQUIREMENTS

The spreader(s) shall be new, current production municipal-duty units suitable for installation on City-owned trucks and designed for salt, sand, or salt/sand mixture application.

Used or demonstrator equipment must be clearly identified and approved by the City.

2. CAPACITY

• Hopper capacity: 13.5 cubic yards

• Designed for continuous municipal roadway use

3. CONSTRUCTION

• 304 stainless steel hopper (preferred)

• Reinforced structural frame

• Top screens to prevent oversized material entry

• Adjustable feed gate

4. FEED SYSTEM

• 24” wide conveyor chain

• Designed to prevent bridging and clogging

• Independent control of conveyor and spinner

5. DRIVE & CONTROLS

• Hydraulic drive system

• In-cab speed controller

• Weather-resistant wiring harness

• Clearly labeled operator controls

6. SPREAD PATTERN

• Adjustable spinner

• Capable of distributing material up to approximately 30–40 feet

7. MOUNTING

• Mounting hardware included

• Installation instructions provided

8. WARRANTY

• Minimum one (1) year manufacturer warranty

• Warranty documentation provided at delivery

TRADE-IN OPTION

The City may offer for trade one (2) existing salt/sand spreaders. Information regarding the trade-in units are as follows, and may be inspected upon contacting Aaron Stringer, 620.714.0460:

The City reserves the right to accept or reject any trade-in allowance and may elect to sell surplus equipment separately.

Delivery shall be FOB Destination to:

Delivery shall occur within 180 calendar days after receipt of purchase contract, with the City retaining the right to delay delivery for up to that period.

TAX EXEMPT STATUS

The City of Independence is exempt from Kansas State Sales Tax. A tax exemption certificate will be provided upon request.
