The City of Bainbridge Island is soliciting qualifications from consulting firms with background and experience in municipal water systems, well rehabilitation, and wellfield optimization.

Background

The project is located on Bainbridge Island, Kitsap County, Washington. The Head of the Bay (HOB) wellfield is part of the City of Bainbridge Island (COBI) municipal water system and consists of seven artesian wells that pump to an on-site reservoir. Water is boosted from the reservoir where it is chlorinated, fluoridated, and then feeds the Winslow Water System.

Summary of Qualifications

The selected consultant will have the qualifications to complete tasks listed below. The list below is representative of the type of tasks anticipated for this project and will be finalized after a qualified consultant is selected:

  • HOB well evaluation including site visits, analyzing historical data, and document current well pumps, monitoring equipment, and well equipment.
  • HOB analysis including:
    1. Develop scope of work to assess type of well rehabilitation needed; or recommendation for decommissioning and drilling a new well, including Engineer’s estimate for each option
    2. Analysis of water rights for each option (i.e., rehabilitation vs. decommissioning and drilling new well)
    3. Specifications for ATEC unit engineering design for system installation.
  • Develop scope of work and technical specifications for rehabilitation and/or decommissioning by qualified well driller including requirements for pumps, boosters, VFD, emergency generators, integrations of ATEC unit, wellhead hot box enclosure and well probe replacement, SCADA integration, new RTU, and Engineer’s estimate.
  • Development of facility inventory database.
  • Bid process and construction support including attendance at pre-bid job walk, draft addendums, answering technical questions, review bids, oversee pumping test, video inspection, rehabilitation and/or decommissioning, installation and commissioning, and delivery of final report.
Requirements for Qualifications Responses
  • Identify each person proposed to be involved with the project, including any technical partners and describe their respective roles, including Information regarding each team member’s availability, experience and qualifications, including resumes;
  • Description of relevant experience with similar projects; and
  • Client references, including name, title, location, telephone number and email of persons who can substantiate the company’s referenced experience.
Evaluation Criteria

Evaluation of RFQ responses will be based upon the following:

  • Qualifications and availability of project team members, including references;
  • Demonstrated understanding of the project and client needs; and,
  • Ability to meet the City’s desired timelines.
  • Interviews will be conducted with firms having the highest rated RFQs.
General Provisions and Conditions

The City reserves the right to:

  • Reject any and all responses;
  • Waive minor irregularities in a response;
  • Cancel, revise, or extend this solicitation;
  • Request additional information on any response beyond that required by this RFQ;
  • Have the final decision on the selection; and,
  • Modify the timeline and issue addenda to this document.

This project is scheduled to start no later than September 2026 with delivery by August 2027 in preparation for the project to go out to bid in Fall 2027 for construction

Submission Requirements

Interested consultants must submit an electronic copy of the response to the RFQ. The city will become owner of all submitted materials and will not pay any costs related to any responses to the RFQ. All consultants must demonstrate compliance with the City’s insurance requirements at the time of contract approval and obtain a City Business License.
