1) INTENT/BACKGROUND
INTENT
The City of New Rochelle (“City”) is pleased to release this Request for Proposal (“RFP”), which seeks
proposals from a qualified consultant (“Consultant”) capable of providing marketing, brand-building, and
professional economic development services to develop multi-disciplinary branding strategies. It is
acknowledged that the way messages are delivered has evolved, and we welcome specialty firms as well
as multi-disciplinary firms to submit proposals.
The intent of this RFP is to identify firms that can integrate strategic branding, marketing campaign
development, digital storytelling, and technical website management into a unified communications
framework. The selected firms must demonstrate the ability to understand New Rochelle’s economic
development ecosystem — including its Downtown Retail Strategy, redevelopment initiatives, arts and
culture programming, small business support efforts, and investment attraction priorities — and
effectively weave these elements into consistent messaging across multiple digital platforms.
The City is seeking qualified firms that can balance strategic vision with technical execution — firms
capable of ensuring reliable website hosting, content management, security updates, and digital
maintenance.
The City reserves the right to award this Request for Proposal through the City of New Rochelle, the New
Rochelle Corporation for Local Development, or the New Rochelle Industrial Development Agency.
BACKGROUND
Over the past decade, New Rochelle has undertaken one of the most ambitious redevelopment efforts in
the New York metropolitan area. Through forward-thinking zoning reforms, strategic public-private
partnerships, and a coordinated suite of economic development tools, the City has catalyzed
transformative growth. These efforts have included adopting a Downtown Overlay Zone to streamline
development, targeted incentive programs such as the Retail Tenant Improvement Fund, active storefront
activation strategies, and robust placemaking initiatives that elevate arts, culture, and community life.
The City’s comprehensive Downtown Retail Strategy builds upon this foundation. It seeks to cultivate a
vibrant, inclusive commercial core that supports local entrepreneurs, attracts destination retail and
hospitality operators, activates underutilized properties, and enhances the quality of life for residents and

visitors alike. As a result, New Rochelle has strengthened its position as a regional destination for
shopping, dining, culture, innovation, and waterfront living.
Today, New Rochelle’s economic development ecosystem is multifaceted and highly coordinated. It
integrates zoning innovation, small business support programs, arts and culture initiatives, infrastructure
investment, public realm improvements, and strategic branding. This ecosystem spans multiple digital
platforms, including the City’s primary website, economic development pages, arts and culture portals,
retail recruitment materials, and all other city-related websites.
2) PROPOSAL DUE DATE
Sealed proposals will be accepted up until 3:00 p.m. on April 15, 2026 in the Purchasing Office, City
of New Rochelle City Hall, 515 North Avenue, New Rochelle, NY 10801, and mailed to the attention of
Ivonne Droese-Solomon, Purchasing. Please note “RFP-DV-2026-008” on your outside mail package.
Faxed or emailed responses will not be accepted.
The City of New Rochelle is a sponsor of the Westchester Affirmative Action Equal Employment
Agreement and strongly encourages all firms qualified and certified as Women/Minority Business
Enterprises (W/MBE) to submit proposals.
3) PRE-PROPOSAL QUESTIONS
All questions must be submitted in writing via e-mail to Adam Ross, Deputy Finance Commissioner,
at aross@newrochelleny.gov, no later than noon on April 3, 2026. The City will post the answers to
the questions received on its website no later than 4:30 p.m. on April 8, 2026.
The City reserves the right to amend the RFP based on questions and issues raised at any time prior to
the RFP submission deadline.
4) ADDENDUMS
A Respondent, prior to submitting its Response, shall check the City’s website to see if any Addendum
or Addenda has/have been issued for the RFP and, if so, the Respondent must establish in writing that
they have received any and all Addendum or Addenda issued for the RFP. See attached Exhibit D.
5) CONE OF SILENCE
Cone of Silence, means a prohibition on any communication regarding a particular Request for
Proposal (“RFP”), Request for Qualification (“RFQ”) or Request for Bid ("RFB").
Pursuant to State Finance Law §139-j and §139-k, this solicitation includes and imposes certain
restrictions on communications between the City and a Bidder during the procurement process. A
Bidder is restricted from contacting, other than designated staff, from the earliest notice of intent to
solicit offers through final award and approval of the Procurement Contract by the Designated
Contracting Officer ("Restricted Period") unless it is a contact that is included among certain statutory
exceptions set forth in State Finance Law §139-j(3)(a). City employees are required to obtain certain
information when contacted during the Restricted Period. The designated staff contact is the Deputy
Finance Commissioner or his/her representative, telephone (914) 654-2072. Bidders responding to
this RFP must familiarize themselves with these State Finance Law requirements and will be
expected to affirm that they understand and agree to comply in their Proposal.

6) SCOPE OF WORK
The City of New Rochelle is seeking to include individuals or firms to provide Economic Development
Marketing, Website and Creative Services.
The city seeks a qualified marketing and creative services partner capable of deeply understanding
this ecosystem and translating it into a cohesive, compelling narrative architecture. The selected
firm must be able to:
Articulate New Rochelle’s historical trajectory and forward-looking vision in a way that
resonates with investors, entrepreneurs, residents, artists, and visitors.
Develop integrated storytelling frameworks that align economic development priorities with
retail recruitment, arts programming, and placemaking initiatives.
Weave consistent narratives across the City’s various websites and digital assets, ensuring
clarity of message, brand cohesion, and strategic positioning.
The awarded consultant must be able to provide the following items to the City of New Rochelle:
1. WordPress patches and security updates as needed

7) PROPOSAL FORMAT/REQUIREMENTS
The attached Exhibits A, B, C, D, and E must be completed and returned with your proposal.
Proposals must include clear descriptions of the firm’s capabilities to perform the requirements of
the RFP and shall include the following:

be assigned to this effort.
6. Project Schedule & Details
a. What is the general timeframe--from initial meetings/discussions to final version--to
develop the New Rochelle marketing proposal?
7. Budget
a. Based on the Consultant’s experience in developing similar marketing content and
providing similar professional services, what is the total project cost, and how is this
cost broken down? How would you factor costs into a multi-year contract structured
as Year 1 and Year-to-Year thereafter (See Section 11 of the RFP Document)?
Consideration will be given to proposals that present the most cost-efficient terms to
the City over the proposed term.
8. Cost & Payment Schedule (EXHIBIT C)
a. Submit a detailed breakdown of your cost proposal, incorporating staff and
operational costs, and the proposed not-to-exceed annual fee for this project. Staff
costs will include hourly rates for all relevant direct staff and must include all
overhead, fees, and out-of-pocket costs or expenses.
9. Has the firm been in bankruptcy, reorganization, or receivership in the last 5 years? If so,
please explain the current status.
10. Has the firm/individual been disqualified or terminated from any public agency? If so, please
explain under what circumstances this disqualification or termination occurred.
8) AWARD CRITERIA
The City of New Rochelle reserves the right to award this RFP to the respondent who presents a
proposal that best meets the requirements as listed herein and represents the most beneficial
procurement as determined by the City. The award of a contract for the described services will be
made by the City’s RFP Evaluation Committee. If an agreement is not reached within a reasonable
period, the City may pursue negotiations with the next ranked firm or reissue the RFP altogether.
Firms may be asked to meet with the Evaluation Committee.

Proposals will be evaluated and scored on the basis of the following criteria:

EXPERIENCE AND QUALIFICATIONS OF THE RESPONDENT:
Demonstrated expertise in economic development marketing, municipal
branding, and urban revitalization campaigns.
Experience working with municipal economic development offices,
redevelopment agencies, site selectors, and/or public-private
partnerships.
Demonstrated ability to translate complex zoning, development,
incentive, and placemaking initiatives into compelling public-facing
narratives.
Proven track record in managing multi-platform campaigns (web, digital,
social, print, video) for cities or comparable urban markets.
Strength, depth, and diversity of the proposed team, including technical
web management and creative services capacity.
Experience with projects in Westchester County, New York State, or
similarly situated communities.
PROGRAMMATIC APPROACH AND INNOVATION
The quality and clarity of the proposed branding and storytelling
framework.
The ability to articulate New Rochelle’s historical trajectory and forward-
looking economic development vision.
The proposed strategy for weaving consistent narratives across multiple
City websites and digital platforms.
Alignment between marketing strategy and the City’s Ecosystem of
programs and initiatives.
CREATIVITY, INNOVATION, AND DIGITAL CAPABILITY
Demonstrated expertise in social media strategy, digital creative content,
and audience engagement beyond traditional print and television.
Quality of website design, UX/UI thinking, and content strategy.
Capacity to manage WordPress updates, hosting environments, backups,
troubleshooting, and security patches in a professional and secure
manner.
Ability to integrate analytics and performance tracking into digital
strategy.
OPERATION FEASIBILITY AND PROJECT MANAGEMENT
Demonstrated experience managing WordPress environments and cloud-
based hosting platforms (e.g., SiteGround or comparable services).
Capacity to maintain, update, and secure multiple City-managed websites.
Responsiveness, availability, and clarity regarding lead staff accessibility
and response times.
Proposed workflow, communication structure, and quality control
processes.
Ability to deliver services in a professional, thorough, and timely manner.
